Emergency Management Professional.Accountable for the scope, delivery and continuous improvement of C&D's emergency preparedness, prevention and mitigation functions, including the policies, procedures, programs, systems and other elements necessary to increase safety and reduce risk across the agency; responsible for coordinating the reduction in the likelihood and severity of risk associated with emergency incidentsResponsible for meeting federal, regional and local regulations and obligations regarding emergency management preparedness, prevention and mitigation. This occurs in close coordination with other OEM teamsLeads, manages and directs the Office of Emergency Preparedness Prevention and Mitigation team by setting expectations, standards and a strong culture, setting the team's strategic objectives and work plan, recruiting and training specialist personnel, maintaining a highly functional and professional administrative system, and performing all supervisory and performance management dutiesTracks and reviews the quality, effectiveness, impact and compliance of the preparedness, prevention and mitigation activities and other functions delivered by the team, seeking to continually improve and refine all team activities to reach or surpass global emergency preparedness best practices; leads OEM's system to manage regulatory oversight and audit findings, recommendations, Corrective Action Plans and related activitiesManages and cultivates multiple strategic and operational partnerships, not only internally with senior management teams (across all functions including construction, transit, bus and administration), but also externally with local and regional agencies as necessary. Represents MTA C&D on internal and external emergency preparedness activities, committees, task forces, teams, and meetingsActs as a member of an on-call 24/7/365 leadership team to provide technical support, coordination, oversight, and specialist advice in response to all types of incidents as deemed necessarySupports, and as needed acts in the absence of the SVP, Delivery Office to provide visionary leadership, strategic direction, and operational management to effectively address MTA C&D's goals for a comprehensive emergency preparedness and crisis management strategy that satisfies the highest standards, international best practices, and the business needs of the MTA
Job Requirements
Details:
Bachelor's degree in Public Administration, Risk Management, Business, Emergency Management, Operations, or other related fieldsTen (10) years of accomplished experience in emergency management prevention, mitigation, and preparedness, working in complex operational organization. Experience leading and managing in a manner that drives performance and results to include a minimum of five (5) years managing a teamCertification in the field of Safety or Safety Management System (e.g., Transportation Safety Institute), Emergency Management (e.g., IAEM) or other field related to Prevention and MitigationExperience with ICS operations, NY Responds Incident Management System, NYS EOC and ESFMust possess driver's license valid in the state of New York
