Financial Analysts

to provide support to the Comptroller Office of our Defense Advanced Research Projects Agency (DARPA) client. DARPA's mission is to maintain the technological superiority of the U.S. military and prevent technological surprise from harming our national security by sponsoring revolutionary, high payoff research that bridges the gap between fundamental discoveries and their military use. MDW's specific client, the DARPA Comptroller, is the nucleus of "corporate" fiscal activities. Current government requirements are for staff to work in the office in Arlington, VA at least once per month, with the requirement potentially increasing in the future.

Responsibilities to potentially include:

Reviewing and analyzing requests for funds release submitted to DARPA Comptroller. This review and analysis ensures the fiscal integrity of the request and that the required documentation is included.Maintenance of relevant system tables, programming of funds into financial database, reconciliation between source documents and systems, redistribution of allocations within the system, ad hoc reporting of system data, routine checks and balances to guarantee accuracy and special projects, as required.Funds Transfer - This functional area relates to processing of funding allocation to DARPA from the Office of Secretary of Defense and other sources, and the subsequent issuance of sub-allocations to varied allotment holders within DoD.Updating and validating commitment and obligation transactions, correction and reconciliation of DARPA's Headquarters Installation-Level Accounting maintained in the Defense Agency Initiative (DAI). This task includes extensive analysis and reconciliation with DARPA's internal financial management reporting system, monthly reports distribution, and varied levels of problem solving. In addition, responsible for supporting DARPA's Tri-annual Reviews Unliquidated Obligation (ULO) management, and Dormant Account Review- Quarterly (DAR-Q).Acting as the DARPA Obligation Clearing house (OCH), which collects DARPA obligating documents daily, performs data analysis and validates funding data elements, updates the DARPA accounting system and provides information validation control before submitting the record to DARPA for approval. The OCH is responsible for timeliness and data accuracy in the DAI accounting system.Unliquidated Obligation (ULO) Management. The ULO team's responsibilities include identifying the reimbursable or direct accounting records that are in an out-of-balance condition, reconcile the accounts, prepare corrective packages to recommend a resolution of the out-of-balance condition, ensure packages are worked to completion and validate remaining ULOs.Responsible for the distribution of requisition packages and relevant background material to the executing Agent, Technical Office and DFAS. Maintaining the official documentation files supporting each transaction.Providing support for preparing requisitions and supporting documentation for DARPA legacy travel orders outside DTS and the associated legacy travel obligation documents and providing ad hoc reports for legacy and DTS travel system as needed.Providing a reporting and statistical expert that would utilize available reporting tools and financial management systems to develop and maintain financial, execution, and business process metricsRequired Experience:

The candidate shall have a minimum of five (5) years of general experience in: training and mentoring; analyzing and evaluating complex textual and/or quantitative information in order to make comparisons among alternatives or to make recommendations for corrections or improvements in process, operations, or policies; experience with automated systems to include database maintenance and reporting; the ability to extract and report reliable data; sound oral and written communications skills; experience communicating with various levels of personnel; and ability to anticipate, project, and plan accordingly.The candidate shall have three (3) years of specialized experience in: management experience in similar services; knowledge of accounting principles and DoD financial policies and directives; the ability to analyze and prepare financial documents in compliance with the DoD Financial Management Regulation (FMR); and ability to identify and resolve complex problems.Preferred Experience:
