Summary

The Financial Program Advisor is in the Division of Financial Management (DFM) within the Office of Budget, Finance, and Award Management (BFA) at the National Science Foundation (NSF). The incument will report to the Supervisory Staff Accountant and be a senior analyst responsible for leading policy, audits, implementation, and compliance with a wide range of federal policy requirements under various laws and regulations.

Duties

As a Financial Program Advisor ,

you will perform the following duties:

The incumbent leads annual, quarterly, and ad-hoc activities for NSF's Office of Inspector General (OIG) financial statements and Government Accountability Office (GAO) audits. The recurring efforts include planning and executing the communication process, overseeing audit activities, developing monitoring tools, analyzing valuable feedback, and distributing comprehensive audit information

effectively to promote knowledge sharing and problem resolution.Identifies and implements improved monitoring techniques using modern technology and integrating them with other monitoring activities across BFA.Provides expert guidance and assistance to junior Financial Management Specialists and Accountants, Program Officers, and Analysts across NSF in performing audit initiatives, corrective actions, and other recurring activities. Leads monitoring and internal/external reporting on audit findings and inquiries involving financial reporting, contracts, grants, travel, payroll, large facilities, and programmatic operations. Specific activities include developing corrective action plans and gathering and analyzing quantitative and qualitative data to evaluate audit management performance.The incumbent manages recurring and one-time compliance tasks related to the CFO Act, GAO auditing standards, and OIG requirements. Works with cross-functional teams to review and execute new processes and initiatives that align with DFM's mission.Supports the evaluation of the efficiency and effectiveness of the Foundation's financial management policy. This involves thoroughly analyzing the policy's design, implementation, and outcomes, ensuring they align with DFM's mission.Maintains financial management policies by providing independent observations on the planning, development, and implementation of strategies and resources that support financial management. Develops and executes effective policy products, such as manuals, guides, and bulletins, to communicate policy changes to stakeholders across the agency.Supports DFM's ERM and internal control activities to complete the agency's annual statement of assurance. Maintains Risk Captains' Community of Practice to support the effective flow of enterprise risk-related information. This may include supporting maintenance of the agency's risk profiles, iterating risk appetite statements and developing associated risk tolerance statements, identifying new data science use cases to address enterprise-level risks, and periodic leadership engagement on key risks and mitigation strategies.Additionally, they align ERM Entity Level Controls by considering how NSF's activities map to and provide coverage over the COSO components, principles, and approaches for ERM. Works with NSF's business process owners to periodically assess changes in their risk and control environments and adjust key controls to address evolving or emerging risks.Requirements

Qualifications

To qualify at the GS-14 level , you must have one year of specialized experience equivalent to the GS-13 Level in the federal government overseeing comprehensive audit liaison, financial management policy, data analytics, assurance, Enterprise Risk Management (ERM).

Examples of this experience includes

leading annual, quarterly, and ad-hoc activities for an agency's Office of Inspector General (OIG) financial statements and Government Accountability Office (GAO) audits. I have thoroughly analyzed financial management policy design, implementation, and outcomes to ensure they align with the agency's mission. Additionally, I have supported the maintenance of agency risk profiles, iterated risk appetite statements, developed associated risk tolerance statements, identified new data science use cases to address enterprise-level risks and engaged in periodic leadership discussions on key risks and mitigation strategies.

You must have experience

in coordinating audits, researching and developing financial management policies, and supporting Enterprise Risk Management and Internal Control projects.
