Description

INTERNAL APPLICANTS WILL BE GIVEN FIRST CONSIDERATION PURSUANT TO A COLLECTIVE BARGAINING AGREEMENTUnder direct supervision of the Inspection Supervisor, is a duly appointed representative of Greene County who is responsible for the enforcement of the Greene County Regulation and Specifications to ensure the quality of construction of utility related projects.WORKING HOURS:

7:00 AM - 3:30 PM (Monday - Friday)Duties/Responsibilities

(These duties are illustrative only. Incumbents may perform some or all of these duties or other job-related duties as assigned.)

Inspects all pipes, manholes, valves, hydrants, reinforcing steel, concrete, gravel bedding and backfill as they arrive on the job site (i.e., checks for quality and compliance with specifications); inspects grinder pumps; checks for correct pipe grade, location of sanitary lateral and water service per homeowner or developer's request; makes out a daily worksheet which is measurement of the work produced by the contractor; records the measurement of pipe between all fittings and takes offset measurements; inspects the construction site to ensure that all easement agreements reached between the homeowner and Greene County are met by the contractor; ensures that all utility lines are kept in service both to the property owner and the utility companies; coordinates road crossing/closing signage with the municipality that has control of the right-of-way and easements. Maintains a professional manner when interacting with both internal and external customers. Complies with workplace health and safety standards: wears required personal protective equipment; promptly report unsafe conditions; complies with all departmental, county, state federal policies/procedures/regulations and laws

Locates and marks existing sanitary mains, sanitary laterals, water mains, water services, grinder pumps and electrical services to grinder pumps within the rights-of-way and easements, utilizing locating equipment, metal detector, and safety equipment.

Studies public work project plans, contract documents, regulations and specifications to ensure contractor compliance; takes pictures and makes video recordings of existing properties and pavement within the right-of-way, along the alignment of the new pipe to be installed; attends project preconstruction and progress meetings.

Oversees the air, vacuum and mandrel testing of sanitary mains, laterals and manholes; oversees the pressure and leakage testing of water mains, services and fire hydrants; gathers bacteriological samples for laboratory testing to comply with requirements of Ohio Environmental Protection Agency (OEPA) and to determine system integrity (quality of materials and installation).

Assists with snow removal as needed.

Performs other duties of a similar nature or level as assigned.Minimum Qualifications

High School Diploma or General Equivalency Diploma (G.E.D.); 36 months of experience in sanitary sewer and water main construction; valid Ohio Driver's License.

EQUIPMENT USED:Including but not limited to: Pick-up truck, metal detector, video recorder, transit/level, utility locator, electronic calculator, copier, telephone, County mobile unit; safety equipment, snow removal equipment, and any other equipment needed to perform the job duties.

PHYSICAL REQUIREMENTS :Climbing, Balancing, Stooping, Kneeling, Crouching, Crawling, Reaching, Standing, Walking, Pushing, Pulling, Lifting, Fingering, Grasping, Feeling, Talking, Hearing, Repetitive Motions.

VISUAL ACUITY:

The worker is required to have visual acuity to determine the accuracy, neatness, thoroughness of work assigned (i.e., custodial, food services, general labor, etc.) or to make general observations of facilities or structures (i.e., security guard, inspection, etc.).

WORKING CONDITIONS:

The worker is subject to: both environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, and atmospheric conditions.

MEDIUM WORK:Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The County pays 80% of the health care premium and 39% of the dental premium. All full-time employees are eligible for $50,000 group life insurance paid 100% by the County.

NOTE:

Employees who are non-permanent, seasonal, intermittent, part-time scheduled for less than 60 hours per pay period, and external interim, are not benefit eligible.
