JOB TITLE: Senior Investment Portfolio Manager
SALARY RANGE: $121,188 - $131,188

SUPERVISOR: Director Cash & Investment Management
LOCATION: 2 Broadway
HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day)
DEADLINE: Open until filled
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
The Senior Investment Portfolio Manager is required to apply a variety of sophisticated portfolio management tools to structure efficient portfolios within the parameters established by board resolution, tax code compliance, and cash flow requirements for the purpose of maximizing investment returns for the Metropolitan Transportation Authority and its agencies. The position exists to maximize the income potential of idle money that is earmarked for future deployment. It also safeguards the money by eliminating risk.
RESPONSIBILITIES:Be primarily responsible for monitoring and modifying the portfolio structures of the MTA within the constraints imposed by statutes, MTA Board-approved Investment Policy, and IRS code, with the objective of creating efficient portfolios to maximize investment income.Coordinate trading activity and cash flow requirements of the various MTA investment portfolios (with the Investment manager and Treasury Analyst).Ensure cash movements for complex Bond Market Deals are planned and executed timely and accurately with the MTA's Custodian Bank.Monitor interest related risk to the portfolio by ensuring all investments are within approved parameters. For example, by not investing more than $50 million in a Commercial Paper Issue or by limiting an investment in a particular government agency security.Assist with the production and maintenance of investment reports and investment income, including:
Monthly Investment Reports to Controllers and all MTA AgenciesMonthly Investment Income Report for the Capital ProgramQuarterly Board Investment ReportQuarterly Outside Investment ReportAnnual Investment ReportDaily Investment Report for Investment Position and Cash Flow
Oversee the performance of the MTA Outside Investment Managers, insuring compliance with contract provisions. Maintain relationships with brokers on Wall Street to get latest information on market movement.Assist senior staff in providing data and formats for special reports to the State, Board, and other parties as deemed appropriate by the Director.Work with the Finance Department's Assistant Director and Financial Specialist, and the Treasury Analysts in developing and implementing the Capital Program Financial Model.Assist the Director Cash & Investment Management on reporting of cash movements that occur as a result of investment activity.Review the debt and investment inventory in PeopleSoft on a daily basis.Backup the Investment Manager when necessary.Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.Other duties as assigned.KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of Bloomberg.Knowledge of fixed income securities.Knowledge of capital market theory, and basic understanding of the pricing of fixed income securities.Advanced computer skills, including Excel and ERP Systems, and familiarity with graphics presentation packages.Knowledge of Capital and Operating budgetary and accounting proceduresKnowledge of public management and administration within the City and State of New York.General knowledge of urban transportation policies.Knowledge of security and portfolio analysis techniques.Knowledge of cash flow forecasting methods.Ability to communicate well, both verbally and written, with good interpersonal skills.Ability to manage and coordinate in a high-pressured environment defined by sudden imposition of deadlines for work.EDUCATION AND EXPERIENCE:
Required:
Bachelor's Degree in Finance, Quantitative Analysis or related field. An equivalent combination of education and experience may be considered in lieu of a degree.A minimum of 8 years experience working with fixed income portfolio.Preferred:
Master's DegreePeopleSoft
