Summary of Position:

The Director of Risk Management & Title IX Coordinator will have primary responsibility for the University's business compliance, business policy, crisis management and business continuity program, assessing and identifying risks that could impede the reputation, safety, security, or financial success of IWU. The individual serving in this role will also serve as the University's Title IX Coordinator.

Duties and Responsibilities

RISK MANAGEMENT DUTIES AND RESPONSIBILITIES

Develop and enact a broad University-wide compliance program by staying well-informed about compliance-related issues affecting higher education institutions, utilizing creativity and best practices for encouraging compliance with the University's internal and external compliance obligationsIdentify resources to help staff be aware of and concerned with compliance objectives in a way that helps with their daily work. Be a resource for compliance owners offering insights and guidanceBuild and maintain relationships with professional organizations and peers at other institutions as resources for insights and feedback concerning the compliance program effectiveness. Additional connections will be sought with external groups and associations which support higher education and compliance advocacyMaintain and coordinate the University's compliance calendar giving reminders of timing and task requirements and soliciting confirmation when tasks are completedPropose corrective action steps in the event of non-compliance and coordinate with University Counsel and other peers to form appropriate responses to any external agencyMaintain the University's music licensing portfolio, including all periodic reportingDisseminate information pertaining to proposed regulation and policy changes to IWU compliance owners to spark their awarenessDrafts, reviews, and approves institutional policies and maintains the University Policy WarehouseChair a University's Compliance Councilcollaboratively engaging compliance owners, encouraging team support for the University's compliance responsibilities as a wholeOversees the development, implementation, and ongoing training and maintenance of IWU emergency operations, crisis communication, business continuity, and disaster recovery planning (Institutional Resilience Plan) - (Essential)Implement the University's Conflict of Interest policy and lead the annual disclosure and reporting requirements with impacted University constituentsCoordinates with legal counsel on a project basisManages the departmental budgetServes on the Campus Emergency Task Force and other related groups as needed/invitedTITLE IX COORDINATOR DUTIES AND RESPONSIBILITIES

Coordinate Title IX efforts including the development, implementation, and monitoring of appropriate disclosures, policies, procedures and practices designed to comply with federal and state legislation, regulation, and case law requiring the prompt and equitable resolution of all complaints pursuant to Title IXProvide ongoing leadership, training, consultation, and technical assistance on Title IX and associated exemptions for all students and employees, with specialized training content for Deputy Coordinators, hearing officers/boards, investigators, advisors, campus law enforcement and appeals officersDevelop and disseminate educational materials, including brochures, posters, and web-based materials that inform members of the school or campus community (students, faculty, administers, staff, and parents) of Title IX rights, responsibilities and resources both within and external to school/campus premisesOversee prompt, effective, and equitable intake, investigation, processing, issuing of findings of fact, and timely resolution of all instances of sex discrimination made known to responsible employees, reporting offices, and/or reported or filed by students, faculty, employees, third parties, or by members of the broader communityProvide guidance and assistance to alleged victims of sexual violence and sex discrimination including referral to support resources, notice of right to file internal grievances, notice of the right to grieve to the US Department of Education, Office for Civil Rights, and notice of the right to report incidents to law enforcement - (Essential)Organize and maintain grievance files, disposition reports, and other records regarding Title IX compliance, including annual reports of the number and nature of filed complaints and the disposition of said complaints, data collection, climate assessment, pattern monitoringMaintain and develop the University Title IX portal/websiteChair a Title IX Task Force and participate in other related groups as needed/invitedSECONDARY RISK MANAGEMENT DUTIES AND RESPONSIBILITIES

Reviews and analyzes regulations on a variety of issues in order to determine institutional obligationsContributes to the design of risk and compliance education for University staffAssist with the creation and maintenance of departmental intranet contentCross-train in matters related to contracts, insurance, incident reporting, & off-campus travelCoordinates with legal counsel on a project basisLeads the Risk Management department which includes an Assistant Director and a team of student internsQualifications:

Education

Bachelor's degree required in Business or a related field; Master's degree preferredRisk management and/or insurance-related certification, preferredSpecialized training and/or experience in Title IX and in sexual misconduct investigationsExperience

Five or more years of experience in a regulatory compliance and/or risk management-related settingTwo or more years of experience in higher educationTwo or more years of experience writing/reviewing legal contracts/agreements preferredRequired Skills

Thorough knowledge of federal, state, and local laws, especially as they relate to higher educationAbility to read, interpret, and communicate complex and technical regulatory or legal documentsCritical thinking skillsExcellent independent judgmentCustomer-oriented communication skills
