The Position

The City of Diamond Bar is looking for a finance professional who is technologically savvy to join its team as its next Finance Supervisor! The Finance Supervisor, under general direction, performs advanced general ledger maintenance and accounting tasks, including planning, organizing, and auditing the City's accounting and financial transactions; and performs other related duties as required.Examples of Essential Job Duties

1. Under the direction of the Finance Director plans, organizes, and oversees the functions of general accounting, auditing, cash management, revenue collection, financial data processing, budgeting, and purchasing.

2. Participates in all accounting tasks associated with maintenance of the City's financial record keeping, reporting, and control system including maintenance of the City's fixed asset module and capital improvement projects ledger.

3. Performs complex analyses required for GASB 87 (Leases) and GASB 96 (Subscription Based Software) reporting;

4. Reviews departmental expenditures and encumbrances for accuracy and conformance with budgeted amounts and coding.

5. Prepares journal entries and processes fund transfers.

6. Participates/manages the preparation of the City annual budget.

7. Prepares books for year-end closing and assists in the preparation for annual audits, year end closing reports and other financial reports.

8. Prepare and analyze financial reports and statements; notify departments when there are discrepancies; monitor cash balances in all funds; recommend adjustments as appropriate.

9. Assist in preparation of the Comprehensive Annual Financial Report, State Controller's Report and other financial reports;

10. Explains accounting standards and procedures to accounting support staff; organizes tasks and checks work for completeness and accuracy; participates in performance evaluation, as needed.

11. Act as lead on computerized accounting system revisions, upgrades and conversions

12. Conducts special accounting and financial studies and prepares related reports.

13. Monitors and assists departments with grant funding requirements, including funding requisitions.

14. Monitors other financial management activities of the City, including general ledger, payroll, accounts payable, accounts receivable, fixed assets, treasury functions.

15. Coordinates assigned activities with other departments and outside agencies, and performs related duties as required.

16. Review and prepare as necessary all financial transactions and financial reporting in compliance with Governmental Accounting Standards Board (GASB)/Generally Accepted Accounting Principles (GAAP).

17. May assist in supervision of staff and/or assign and monitor the completion of assignments and projects; may assist in evaluation of personnel.

18. May serve as backup to accounting support personnel, as needed.

19. Perform other duties as assigned.Qualification Guidelines

Knowledge of:Principles, practices, terminology and forms used in governmental accounting and auditing work; principles of budgeting, posting, and ledger work, reconciliations, double-entry bookkeeping; State and federal laws, regulations, and governmental accounting standards; City Municipal Code and ordinances, City policies and procedures related to accounting fees, charges, and practices; standard office methods, practices, and procedures; computerized accounting and recordkeeping systems and related software applications for performing required duties; basic cost control and auditing procedures and practices.

Ability to:Conduct complex accounting and financial analyses in order to detect errors, monitor trends, and prepare reports; operate computer hardware and related office equipment and use specialized spreadsheet, database and word processing software applications; apply, and explain applicable laws, the Diamond Bar Municipal Code and City policies and procedures; prepare accurate departmental reports; perform duties in a timely manner and meet deadlines; make mathematical calculations with speed and accuracy; communicate effectively orally and in writing; establish and maintain cooperative relationships; provide technical direction to accounting support staff related to accounting methods and procedures; attend City Council and/or other meetings and maintain confidentiality.

Education:

Bachelor's degree in Accounting, Finance or a related field.

Experience:

Four years of increasingly responsible experience in governmental accounting and one year of lead or supervisory experience preferably in a municipal organization. Experience with Tyler Munis and/or OpenGov is highly desired.Selection Process

Accrued Leave: Accrual of eighty (80) hours of vacation (first day of employment through year five), accrual of eighty (80) hours sick leave, eleven (11) designated holidays and eighteen (18) floating holiday hours and twenty-seven (27) hours of administrative leave.9/80 Work Schedule: Full-time City staff participate in a 9/80 work schedule program.Retirement: Employees hired after January 1, 2013 who are existing CalPERS members or a member of an agency with reciprocity with the City of Diamond Bar will be enrolled in the 2% @ 55 retirement benefit formula. The City pays both the employee and employer share for Classic members. Employees hired after January 1, 2013 who have never been a CalPERS member, or is a member of a reciprocal retirement system but has a break in service longer than six months will be enrolled in the 2% @ 62 CalPERS retirement benefit formula. Employees contribute half of the normal benefit cost for this retirement benefit.Health, Dental, & Vision Insurance: The City of Diamond Bar pays for employee coverage for dental and vision insurance and dependent coverage is available. Employees receive a benefit allotment of $1,750 per month for employee and dependents' health insurance coverage. Dental and vision benefits for dependents may be taken from the benefit allotment.Life Insurance: The City of Diamond Bar provides a $75,000 term life insurance policy.
