Position Description : Exeter Government Services is seeking a Information Systems Training Specialist – Intermediate to support our proposed staffing plan for the Training and Doctrine Command (TRADOC) Proponent Office-Army Training Information System (T PO ATIS) . TPO ATIS supports the development, delivery, and management of Army training and education information systems, supporting applications, and data on behalf of TRADOC in support of its “Training and Leader Development” mission, the Army Campaign Plan, and other Army, Department of Defense (DOD) and Joint doctrine and policies pertaining to the conduct of military operations and the training required to prepare for and execute those operations.
This contract will provide functional analysis, design artifacts, functional reviews, and programming feedback on ATIS development, gathering and subject matter expert (SME) analysis of ATIS requirements, mapping of ATIS and ATIS legacy system requirements for traceability, and minimal support of ATIS legacy system compliance with policy and with functionality sustainment until they are sunset. It will also support repositioning and repackaging of legacy systems, as well as support actions of the ATIS legacy systems sunset working group. Intent is that legacy systems may move from current hosting locations into a data center such as Acquisition Logistics and Technology Enterprise System and Services (ALTESS) to support their eventual transition into cArmy cloud. Legacy systems will be repackaged in containers as they are moved. Goal is to ensure no negative impacts on the legacy users during these technical moves. D ocumentation formats and tools will be adapted, as needed , to conform to the expected agile development approach leveraged on the ATIS development effort.
This contract consists of four distinct areas: Analysis, Reviews, Training, and Tier 2 help desk support.
Preference in hiring will be afforded to applicants with current or prior experience providing technical support services to the T PO ATIS .
Primary Responsibilities:
The Information Systems Training Specialist organizes and conducts moderately complex training and educational programs for information systems or user personnel. Maintains records of training activities, employee progress, and program effectiveness. Competent to work on most phases of information systems training . The Information Systems Training Specialist will :
Analyze the needs of the user and train on how to access cloud and other training as directed.
Design, test and develop the software to meet those needs of users.
Recommend upgrades for existing systems and programs.
Develop separate elements of a software that work well in the program as a whole.
Create various diagrams, flowcharts and models that illustrate the type of code needed for p rogrammers.
Ensure continued functionality of a program during maintenance and testing of software.
D ocument each aspect of a system or application as a reference for future upgrades and maintenance.
Revisit the development process to fix bugs or address client or consumer concerns.
Design training plans and execute training.
Qualifications:
The Information Systems Training Specialist :
S hould have ten or more years’ experience gained either through work in commercial enterprises or in active duty military service.
S hould have the following specialized experience levels:
Five or more years’ experience in training, doctrine, military instruction or other adult-level training programs, distance learning, or successful completion of military training in specific military occupational specialties related to the subject matter of the particular project;
F ive or more years’ experience in analyzing and developing training requirements and designing training programs;
T wo or more years’ experience in education research, planning curriculum, evaluating instructional material and teaching aids, and writing reports manuals and training courses.
