ABOUT THE ROLE:

TheGrants Manager-Proposals is a senior positionresponsible forcollaborating on and supporting grant fundraising and management. The position prospects, manages and supports private philanthropic and federal grants across NCSL. The position assists with proposal and budget development, pre- and post-award administration, and internal grant management. The role also identifies new potential funders and funding opportunities in collaboration with NCSL leaders. This is a key position supporting the mission and work of NCSL - grants comprise a significant portion of NCSL's annual revenue and support vital member services.

The Grants Manager-Proposals liaises and collaborates with a variety of internal partners, including members of the Executive Management and Finance teams, directors and associate directors across more than 10 policy areas, including criminal justice, education, elections, employment, fiscal, health and human services, technology, transportation and more. This role also may represent NCSL externally with funders, national partners and NCSL's governing board.

The Grants Manager-Proposals requires a strong understanding of public and private grantmaking and experience in internal grant proposal development; managing and coordinating grant submissions, projects, and reporting requirements; and identifying grant opportunities. The Grants Manager-Proposals must possess strong organizational, collaborative and interpersonal skills and must demonstrate the ability to initiate work independently and communicate NCSL's value to its members and funding partners

The position does not have responsibility for revenue and expense monitoring or reconciliation. It reports to the vice presidents of policy and research.

WHAT YOU'LL DO:Supports grant development in close collaboration with vice presidents, directors and other NCSL leaders to cultivate open communication channels.

Reviews and evaluates proposals and workplans for alignment with NCSL mission, priorities and policies.

Analyzes and evaluates grant budgets. Assists with budget creation and estimates for concepts and grant applications.

Assists with the submission of grant applications to federal and private philanthropic funders as well as advise on complex or unique funder requirements.

May serve as a grant writer on a project team or a project manager to lead the creation and compilation of required material for the submissions.

Reviews grant contractual provisions. Recommends potential revisions and advises project leads and other key staff on funder requirements. May assist with negotiation of various provisions.

Researches and identifies potential grant opportunities and new funders. Makes recommendations to leadership and project staff on their suitability for and alignment with NCSL.

Maintains knowledge of grant and contract procedures, subcontracting and budgetary guidance to assist in compliance with financial and administrative guidelines.

Assists project leads with the completion of required reports, forms and other administrative material for grant applications and awarded grants.

Leads training, implementation and ongoing management of grant management software. Coordinates receipt of awards and contract documentation. Ensures maintenance of proposal and funding records in database.

Completes grant reporting as assigned and assists vice presidents with the preparation of internal and external organizational reports.

Maintains resources to guide project staff on pre-award and partner in post-award activities.

Writes skillfully with minimal need for editing. Reviews, edits and provides feedback on the substance and quality of writing assignments for other staff, all while demonstrating an understanding of political context and a high degree of responsiveness to internal timelines and priorities.

Works collaboratively with accounting grant managers on the finance team.

In coordination with leadership, supports strategic funding priorities across the conference.

Travels domestically for NCSL meetings, funder meetings, and other activities as needed.

Performs other responsibilities as needed.

This position does not currently supervise others, but will support and coach a variety of staff members related to grants and project management. Responsibilities include:Oversees the workflow and contributions of teammates to assigned projects.

Provides constructive and timely feedback to teammates on proposals, workplans, budgets, contracts and other grant documents.

THE WORK ENVIRONMENT:

This full-time position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. NCSL provides a unique hybrid remote work policy with the requirement that staff travel on their own fare to the NCSL office once a month for team meetings and professional development. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. QUALIFICATIONS FOR SUCCESS:

Minimum Qualifications:Bachelor's degree plus eight years of work experience.Experience working in or with non-profits, government, state legislatures or other relevant field is preferred.Work experience must include four or more years of increasingly responsible leadership in grant fundraising and management, such as grant writing and budget development, managing grants and projects, and grant research.Experience with federal grants is strongly preferred.Experience with grant management software is preferred.Substantial knowledge and understanding of proposal and grant writing procedures and requirements, including the processes to submit federal applications.Exceptional project management skills, including organizing project work; managing deadlines; and assigning, overseeing and/or completing project tasks.Strong organizational skills, including the ability to manage multiple tasks and deadlines simultaneously.Exceptional writing, editing and presentation skills and the ability to communicate information clearly and credibly to a variety of audiences.Excellent interpersonal and relationship-building skills, ability to function as both a member and leader of the team, and the ability to develop a strong and trustworthy relationship with all internal and external teammates.Advanced analytical, evaluative and objective critical thinking skills.Excellent ability to build and maintain relationships with funders, potential funders, legislators, legislative staff and national partner organizations.Ability to work in a politically neutral manner and maintain confidentiality when required.Ability to quickly develop broad, general knowledge of issues or policy topics.Ability to make complex administrative/procedural recommendations and judgements.Ability to travel by air up to 4-6 times per year, with most trips being 1-3 nights, as well as to occasionally work extended hours, possibly evenings and weekends, usually associated with events/travel or grant deadlines.
