Position Summary

The Residential Assessor is responsible for conducting residential appraisals of real property in the City to determine fair market value for taxation purposes and to maintain an accurate and equitable valuation.

The hiring range for this position is: $31.28 - $43.01 per hour, DOQ.

This position may be underfilled in a part-time, temporary capacity until the full-time position is filled.

This position is open until filled and may close at any time.

Essential Job Functions

Conducts field reviews of real property to gather data and assess conditions affecting values.

Evaluates the quality and condition of structures, identifies various types of construction, and makes detailed written and photographic records.

Applies collected data to property appraisals and determine fair market value of taxable real property.

Reviews various records and documentation, verifies sales and market data, and identify factors impacting property values such as remodeling, changes in classification or use, zoning changes, and external forces.

Calculates appraised values of real property, maintain fair market value, uniformity, and equalization of comparative properties, and enter appraisal data into computer systems.

Provides data for tax digest, submit appraisal recommendations to supervisor, and prepares assessment notices, reporting forms, returns, and cover letters for mailing.

Provides information and assistance regarding property valuations, tax assessment rules/regulations, potential exemptions, and property descriptions to the public.

Responds to complaints, problems, and questions related to assessments or other department operations, research complaints, and initiate resolution of problems.

Maintains current files and records of tax appraisal activities, updates property records, and conducts research as needed.

Participates in defending appraised values at Board of Equalization hearings and receive/review various records and reports such as property sales data and building permits.

Operates a vehicle and a variety of office equipment and computer software such as CAMA software VISION Ver. 8, Bright MLS, Microsoft Office; uses a variety of tools and supplies, and interacts and communicates with various groups and individuals.

Performs other related work as assigned.

Minimum Required Qualifications

Associate's degree in Real Estate, Business, or related fieldTwo years of experience in appraising, assessing or auditing

An equivalent combination of training and experience which provides the required knowledge, skills and abilities may be considered.

Preferred Qualifications:State Licensed or Certified Real Estate Appraiser

Special Requirements

Must possess and maintain a valid Virginia driver's license.May be required to possess additional certification(s) as deemed necessary by the City.
