Provide residents and participants with a therapeutic, healthy, safe, secure and attractive environment. Provide essential services, including food, transportation, and material resources, and to coordinate facility maintenance projects as directed, consistent with the policies and objectives established. Assure scheduling and training of all residential staff and volunteers needed to provide a high quality of 24-hour per day service in terms of participant supervision, meal service, and other residential amentities. Work in concert with the Facility Manager on-site for the purpose of supporting the achievement of program goals and objectives. Assure compliance with Safety and Compliance Goals; Ensure that you have full knowledge of all staff and clients that in the facility at any given time via staff and client sign-in sheets and regular communication with facility program managers; Assure facility rooms and equipment are used and maintained in accord with health and safety policies and procedures by authorized uses; Assure critical incidents are reviewed and processed; Enforce all policies and procedures that govern building occupants as it relates to security and health and safety and all programs in the building: treatment license, CARF standards, Emergency Shelter Ordinance, funding source, and local government (Fire, Health, Buildings, etc.) Work as the primary source of information to and from the facility and program staff in respect to executive team requests and directives. Establish and maintain a therapeutic environment and schedule of activities within the building to assure residents receive the full benefits of the programs in which they are enrolled. Oversee all emergency shelter operations in accord with Shelter licensing, funding and policies and procedures. Facilitate shelter residents' applications for transitional housing and substance abuse treatment as needed. Collaborate with facility program managers to address issues that affect the therapeutic environment or coordination of services to residents. Train and assure that facility staff establish a therapeutic environment for participants by a variety of actions. These include enforcing facility house rules, instructing residents in housekeeping skills, interacting with participants, supporting participants in developing drug and alcohol-free lifestyles, engaging participants in meetings and discussions that promote healthy, and encouraging maximum participant involvement in program activities. Promote Fiscal and Procurement policies and practices; Approve requisitions for supplies and services for facility. Exercise budget control regarding expenditures for residential services, including petty cash; Assure that the receipt, storage, inventory and transfer of gifts and donations to the building; Respond to requests by Finance and Development for budgetary and program information; Assure that program records for billing purposes, quality assurance activities, CARF and licensing compliance, time reports, etc, are maintained, handled and appropriately sent in; Assist in identifying and pursuing funding opportunities that will benefit residents of the facility and attend meetings with funding sources as directed. Assure program compliance with licensing, funding, regulatory agencies, and other authorities; Advise and assist Development staff in aspects of service contracts, grant applications and proposals; Develop action plans to assure compliance with contract provision, grant terms, legal responsibilities, and professional standards; Chair or participate on committees; Manage delivery of residential services to participants enrolled in emergency shelter, treatment, prevention, and transitional housing programs through planning, organizing, directing, monitoring and developing corrective action plans.
