The Transit Signal Priority (TSP) program is part of the Better Bus Project which aims to make bus an easy first choice for more travelers. We work to improve bus travel time and reliability by coordinating with municipal and state roadway owners to improve signal timing and traffic operations to advance a safer and more sustainable transportation system for bus riders. The TSP program aims to reduce delay to buses caused by traffic signals.

The Senior Technical Project Manager will lead Transit Signal Priority program coordinating municipal engagement, managing interagency coordination, securing necessary approvals, and leading technical implementation of project activities. The TSP program has three key responsibilities:Advocating for local and national standards that advance the needs of the bus program.Expanding the implementation of TSP and signal work that speeds the bus system.Evaluating the efficacy of various systems and designs to inform future program plans.The Senior Technical Project Manager will be responsible for providing technical assistance to internal MBTA teams, municipalities and establishing and monitoring compliance with regional standards for TSP implementation. They will shepherd the concept and support the execution of TSP projects and ensure adherence of TSP vendors to the MBTA's data and business requirements. They will be responsible for the evaluation of the existing TSP network, including developing a centralized evaluation platform to track the efficacy of various TSP solutions throughout the MBTA's service area.Lead design activities, advancing transit signal priority and traffic signal solutions that put bus riders’ needs first and expanding the number of intersections helping MBTA Bus Operations with TSP.Lead cross-functional effort to develop reporting platform for traffic signal delay to transit vehicles.Lead centralized evaluation of TSP system across MBTA service area.Develop updated TSP procurement and implementation standards and guidelines, incorporating insights from program evaluation to advance high impact projects.Coordinate TSP project activities with colleagues across the MBTA including but not limited to Bus Operations, Systemwide Accessibility, Information Technology, and others.Provide technical assistance to identify and document desired improvements to the traffic signal timings along Transit Priority corridors.Provide technical assistance for development and implementation of Transit Signal Priority solutions to Transit Priority program and Bus Network Redesign teams.Assist in the development project scopes, budgets, and schedules as part of the capital planning process.Manage and/or support the procurement of consultants and contractors, as required.Negotiate project assignments, task orders, amendments, change orders, and make recommendations for approval.Manage design and engineering consultant contracts to ensure project and program requirements are fulfilled, and that contract cost and schedule requirements are met.Coordinate project tasks with MBTA Capital Delivery Department colleagues, including contract administration, field staff, and other project coordinators, as required.Manage reporting of activities in compliance with FTA/FHWA requirements.Manage coordination of activities with outside entities (e.g. institutions, residents, abutters) as required.Lead the creation, negotiation, and execution of interagency and municipal agreements (e.g., MOUs) and other third-party agreements.Organize and prioritize workload and be proactive in identifying project needs/requirements.Prepare project-related correspondence, reports, charts, and presentations utilizing Microsoft products.Prepare for and make project presentations to elected officials, community groups, and others as necessary.Work independently in addressing complex tasks in a time-sensitive environment. Follow up on actions required for task and project completion while seeking guidance as necessary.Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner consistent with the Authority's Customer Service quality standard.Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.Visit work sites and/or attend off-site meetings, occasionally outside of usual work days and hours as necessary.Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable), and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.Perform all other duties and projects that may be assigned.Supervision

Minimum Requirements:Bachelor's degree from an accredited institution in Planning, Engineering, Computer Science, or a related field.Five (5) years of experience in the planning, design, and/or implementation of signaling, traffic engineering, infrastructure, roadway, logistics, and/or other transportation projects.Effective communication, organizational, analytical, time management, and interpersonal skills.Working knowledge of Microsoft Word, Excel, Database, and PowerPoint applications.Proven track record of collaboration, transparency, and problem-solving skills.The ability to effectively communicate with customers, employees, and vendors.Excellent customer service and conflict resolution skills.Must possess a valid driver's license.The ability to supervise and work effectively with a diverse workforce.Ability to effectively comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc.Ability to attend, participate, and contribute to local safety or other committee meetings or training, as needed.Ability to provide internal and external customers with courteous and professional experiences.Ability to work effectively independently and as part of a team (or supervise, if required).Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.Ability to work all shifts and/or locations assigned, directed, or necessary for this position, including (for some transit/operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.

Substitutions:A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.A master's degree in a related subject substitutes for two (2) years of general experience.A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills:Seven (7) years of experience in the planning, design, and/or construction of traffic engineering/highway/urban roadway projects.Demonstrated experience working on municipal or state-level projects.Familiar with MBTA and MassDOT rules and regulations regarding project delivery, environmental requirements, and permitting.Familiar with NACTO, MassDOT, MUTCD, AASHTO, and MBTA standards.Demonstrated experience working on traffic and signalization plans.Demonstrated experience performing complex traffic modeling.Demonstrated experience simultaneously managing multiple, complex stakeholder projects.Bachelor's degree from an accredited institution in Science in Civil or Traffic Engineering.Master's degree from an accredited institution in Engineering or City and Regional Planning.Registered Professional Engineer in Civil or Traffic Engineering.
