Title:
SR Program Analyst
KBR is seeking a Senior Program Analyst to join our team to support PMA 265 Australia IPT in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, support equipment (SE), transportation and training/trainer efforts in Lexington Park, MD.
RESPONSIBILITIES:
Provide program management (PM) services for the Program Management Activity (PMA) 265 Australia IPT in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, support equipment (SE), transportation and training/trainer efforts. Supports the generation, modification, and review of acquisition and contractual documents (e.g., Procurement Initiation Documents (PID), Statement of Work (SOW), Contract Data Requirements List (CDRL), Delivery Schedules) to ensure alignment with the program requirements and conformance to DoD contract and acquisition regulations. Coordinates, supports and attends program management reviews, technical coordination meetings, conferences, briefings, and other significant program activities and events occurring in CONUS or OCONUS, as required, to perform analysis in support of the PMA265 Australia IPT. Develop and document requirements and plan acquisition/procurement of systems and products, including acquisition strategies, plans, cost estimates, schedules, specifications, deliverables, and other statutory and regulatory program/acquisition documentation. Identify and analyze issues, record action items, recommend preferred courses of action to resolve action items, prepare draft minutes of the meetings, and archive program documentation. Supports technology transfer activities by developing required documentation, applying appropriate DoD markings, and routing packages for foreign disclosure release reviews. Applicant must be a flexible self-starter and have the ability to work autonomously. Experience with the Microsoft Office productivity suite, specifically PowerPoint, Excel, and Word, is desired.
BASIC QUALIFICATIONS:
Clearance & Citizenship: Must be a US citizen with the ability to obtain and maintain a DoD secret security clearance.
Education & Substitutions: Bachelor’s degree in engineering, science, business administration. Additional experience is accepted in lieu of a college degree (+4 years for those with associates, or +8 years for those with a high school diploma).
Years of Experience: 10 years experience in technical program planning and implementation, contract interpretation budget development, and administration of government projects. (+4 years for those with associates, or +8 years for those with a high school diploma).
Technical Knowledge: Of FMS and Defense Security Assistance Programs, familiarity with SECNAV, OPNAV, and OSD forms related to Procurement Requests, Work Requests, Requisitions, and Contract Data Requirements List.
PREFERRED QUALIFICATIONS:
NAVAIR security/ technical transfer and foreign disclosure policies is desired.
Knowledge of DoD Planning, Programming, Budget, and Execution (PPB&E)/Program Objective Memorandum (POM) process is desired.
Scheduled Weekly Hours: 40 hours/week
Compensation: $102,190-153,340. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
