The Finance and Business Compliance Analyst II position serves as a strategic compliance and monitoring lead responsible for overseeing, coordinating, and executing the division’s monitoring activities and audit response functions to ensure adherence to federal and state regulations governing subrecipient oversight. It is performed under the general supervision of the Fiscal and Compliance unit within the DSS Business Operations Section.
Development and submission of the division’s Annual Monitoring Plan, aligning program-specific monitoring activities into a unified framework submitted to the Office of State Budget and Management (OSBM). Directs the annual coordination and submission of Compliance Supplements across all program areas to the Local Government Commission, ensuring that guidance is accurate, timely, and aligned with evolving regulatory standards. Oversees the preparation and submission of key federal and state reports, including the Federal Funding Accountability and Transparency Act (FFATA) reports and Enhancing Accountability in Government through Leadership and Education (EAGLE) federal grant metrics, submitted to the Office of the State Controller (OSC). In addition, it is accountable for conducting annual reconciliations of all subrecipients to ensure fiscal integrity, completeness, and accuracy of financial data. Manages the division’s completion and submission of the Office of the State Auditor (OSA) Summary Schedule of Prior Audit Findings (SSPAF), coordinating with internal audit and division leadership to ensure timely and compliant reporting. Serves as the division's central point of coordination for subrecipient audit responses, overseeing tracking, resolution, and documentation of audit findings to support risk mitigation and continued compliance across all federally and state-funded program areas.
This role requires a high degree of engagement with division leadership, internal audit teams, and external oversight agencies to ensure seamless communication, accurate reporting, and regulatory alignment. This role must demonstrate attention to detail and sound judgment while executing complex responsibilities in a timely and efficient manner. A strong commitment to delivering high-quality service to both internal stakeholders and external partners is essential. This role operates with a significant level of independence and discretion, exercising initiative in managing priorities and responding to evolving compliance needs. Additional duties may be assigned in alignment with the strategic goals of the division.
