The DoIT believes in continuous process optimization and solution refinement to improve themselves for the benefit of Iowans.The Division of Information Technology (DOIT) seeks a Business Analyst to support service management initiatives. Experience in ITSM and familiarity with ITIL practices is preferred.Responsibilities of business analyst role include but are not limited to: Collaborate to gather and document requirements for various Iowa systems and programs.Create, present, and maintain user stories and acceptance criteria.Demo expectations and design documents in DHS defined systems.Create, document, trace, maintain, prioritize, and assess changes to business processes and their associated requirements.Work close with key decision makers, system owners, and end users to support core processes and critical business objectives.Conduct research to get data and analyze problems to advise and recommend solutions.Query and analyze data to determine solutions, such as how to install alternate methods and procedures, change process methods and practices, or redesign products or services.Advise clients or department heads on alternate methods to solve needs or problems and recommend specific solutions.Work with an agile method framework with a focus on value delivery and swift adjustment to produce the most effective outcome.Work close with all IT organizations and drive projects to a successful close.The BA will play a key role in supporting and documenting the following business processes: Statewide and agency-specific service request workflows.Change management procedures for DoIT staff.Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) for both agencies and DoIT departments.Integration needs between ITSM processes and other DOM/DoIT business systems.Requirements for dashboards and reports to support agency visibility and performanceQA testing efforts for various ITSM processes.RequirementsExpected skills and qualifications from previous employment and volunteer experience should demonstrate ability to:Communicate with a diverse group of team members. This includes executives, managers, IT professionals, and subject matter experts. Must have excellent interpersonal, verbal, and written communication skills.Use process mapping, group facilitation, data gathering and analysis, and all phases of the project life cycle (requirements gathering, design, development, deployment, training, and measuring effectiveness).Deliver software as part of an agile delivery team.Work effectively and independently, even with time constraints and changing priorities.Use the Microsoft Office Suite, including Excel, Word, PowerPoint, and Visio.Utilize requirement gathering software such as Azure DevOps, TFS, JIRA, or RTC.Analyze business strategy and user needs, document specifications, and translate business objectives into system requirement specifications.Guide business customers as they develop business cases for new applications or functionality, including cost/benefit and risk/impact analysis.Create and execute test plans that ensure user expectations are met throughout the testing process.Identify and analyze opportunities for test automation.Prioritize and manage multiple projects and tasks simultaneously, meeting all established deadlines.Deliver value by realizing benefits, avoiding costs, identifying new opportunities, and modernizing the organization.Focus on continuous improvement for both the business process and the underlying technologies and system support.Decompose complex problems.Trainable Qualifications:No formal training will be provided beyond on-the-job account familiarization.
