Expected Outcomes:
Prepare requests for proposal and/or requests for quotation to conduct market surveys of moderate complexity materials and services for contract or non-contract requirements. Analyze supplier quotations and proposals to determine the lowest overall cost solution for materials/services being procured. Interact with requisitioners and users to clarify requirements, provide feedback and information on materials/service technology developments/improvements. Negotiate with suppliers to reduce overall costs, minimize administrative burdens, and assure that all necessary contractual items are adequately covered. Prepare clear, concise purchase documents on automated purchasing system and expedite supplier performance as necessary to ensure all contractual deliverables are timely. Evaluate commodities/services handled and make recommendations to functional management on those that can be consolidated and leveraged for overall cost reduction from a company standpoint. Interface with Project Manager or within assigned division, to handle procurement related issues and/or forward complex issues on to functional management for resolution. Trains basic purchasing skills and processes in one-on-one training situations with region/division personnel. Provide timely feedback and status reports to functional management on procurement issues within Buyer's control and progress on cost savings achievement. Participate in material costing efforts as required to support WESTON proposal preparation. These job requirements are not exhaustive, and other duties may be assigned. Bachelor's degree or equivalent experience, plus 0-3 years related experience. Must have general purchasing experience. Strong negotiation skills. Federal procurement experience preferred but not required. Strong writing and verbal communication skills. Able to meet time sensitive deadlines and carry out multiple priorities simultaneously. Ability to analyze data and resolve issues. Must be detail oriented.
