Essential Job Duties and Responsibilities:
- Performing a variety of field and office work in support of local agency Code Enforcement, Neighborhood Preservation, and/or Housing programs.
- Enforcing compliance with agency regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, health and safety, blight, graffiti, water waste, and other matters.
- Responding to complaints and reports from other agencies and departments on alleged violations of agency zoning and related municipal codes and ordinances; conduct investigations and provide recommendations for resolution.
- Conducting field investigations; inspecting properties for violations; issuing and posting warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; scheduling and performing follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances.
- Maintaining accurate documentation and case files on investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; drawing diagrams and illustrations and taking photographs.
- Preparing written reports, memos, and correspondence related to enforcement activities.
- Serving as a resource to other agency departments, divisions, the general public, and outside agencies in the enforcement of zoning regulations; providing research and documentation for meetings; interpreting and explaining municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
- Providing Housing Quality Standards (HQS) inspections as defined by the Department of Housing and Urban Development (HUD), which may include conducting annual, initial, re-inspection, and special HQS inspections for Section 8 dwelling units, and completing the requisite HUD 52580 forms.
- Being able to identify violation(s) accurately and document and resolve in positive relationship environment.
- Explain and answer client questions regarding review and inspection findings.
- Other related duties as assigned by supervisor.
Job Qualifications and Education:
MINIMUM ACCEPTABLE EDUCATION AND EXPERIENCE :
- Any combination of education or experience normally equivalent to:
- Education completion of the 12th grade or GED certificate.
- Experience at least one (1) year experience providing code enforcement services in a municipal or government setting or equivalent function.
KNOWLEDGE, ABILITIES, AND SKILLS:
- Must have a valid driver’s license.
- Basic understanding of current construction regulations as applicable.
- Working knowledge of office computer software (i.e., Word, Excel, etc.).
- Strong verbal and written communication skills.
Working Conditions: Works in both office and construction/housing/project site settings.
Characteristics: Professional and self-confident, able to multi-task, organized and self-starting. Able to perform basic to advanced code research. Team-oriented. Willing to travel to various project sites to perform duties.
