Position Description About the Office of Commissioner Rodney Ellis There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.
With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

Precinct One Environmental Management Team is responsible for the operation and preventive maintenance of three public water supply facilities, 22 lift stations, and associated infrastructure. The department also manages various environmental permits and natural resource areas. The Natural Resources Technician will collaborate with the Environmental Management team and other internal divisions to manage in-house and contract resources efficiently. Key responsibilities include utility condition, repair and maintenance inspections, water quality monitoring, and natural resource vegetation management utilizing the ArcGIS mobile and desktop applications in a data-driven environment. Activities will contribute to the continued enhancement of Precinct One's utility GIS inventory and asset management objectives Essential Duties and Responsibilities Environment Infrastructure
Operate regulated facilities in compliance with applicable rules, regulations, and best industry practices. Inspect and test equipment, observe situational indicators to identify potential performance issues. Compare equipment and process readings with established operational ranges to evaluate system performance. Maintain records of inspections, maintenance, and repairs; schedule required maintenance. Identify and define scope for utility repairs, replacements, and improvements. Document repair, maintenance and projects to ensure compliance with standards, specifications, construction practices, and applicable permits. Inspect green infrastructure assets and reduced mow areas for invasive species threats and recommend best practice for treatment. Evaluate solutions, procure quotes, and manage project completion, including warranty claims Geographic Information Systems (GIS)
Assist in maintaining an accurate inventory of water, wastewater and green infrastructure assets and inspection data in ArcGIS. Design and maintain basic ArcGIS web mapping tools Prepare maps and exhibits of spatial and operational data in digital and hard copy form Natural Resource
Assist in natural resource inventory, inspection, and invasive species management activities. Other duties as assigned

Requirements What you will bring to Precinct One Education:
Bachelor's Degree in Science-related field from an accredited college or university License:
A valid driver's license (Texas upon hire) and a good driving record
Knowledge, Skills, and Abilities:
Foundational knowledge of natural resource systems, plant identification, and management of natural resources Knowledge of health and safety standards for water, wastewater, and herbicide in field operations Ability to read and comprehend plans, specifications, and operation manuals Ability to communicate with constituents, regulatory agencies, and coworkers regarding general and technical issues, both verbal and written. Ability to learn and adopt new technologies that improve efficiency Proficiency in Microsoft Office suite Proficiency in ArcGIS Pro and Online and Field Maps Capability to perform technical reading and writing and prepare technical reports Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules Initiative and sound, independent judgment within areas of responsibility This position requires daily operation of a County vehicle, and the candidate must provide and maintain a rider insurance policy and personal expense upon employment sound, independent judgment within areas of responsibility
