Partners with employers to assess talent needs, create relevant training programs, and hire diverse, local talent for their in-demand roles. Recruits, guides, and supports young adults (18-26 years old), particularly those from low-income backgrounds, through a blended, technology-enabled career accelerator inclusive of a suite of products and supports (e.g., career exploration, cohort learning, one-on-one coaching, etc) to ensure Fellows have what they need to be successful in their job interview, persist in the workforce, and a plan for ongoing education and career advancement. The Opportunity
Propel's Apprenticeship Compliance Manager is responsible for managing the documentation, data collection, and submission of key requirements (both for the Department of Labor in California and our employer partners) of our inaugural Los Angeles Medical Assistant Apprenticeship Program. The program is set to launch in late October or early November 2025. This individual will ensure that Propel meets regular deadlines, and is generally in compliance with key requirements to effectively implement an apprenticeship program in California.
The Apprenticeship Compliance Manager will report to Taylor Cromwell and regularly communicate with Program team members directly involved with the Los Angeles apprenticeship program. By the end of the contract, the Apprenticeship Compliance Manager will have established the systems/processes for appropriately collecting and submitting all necessary Apprenticeship material in compliance with the State of California and US Department of Labor RAPIDS system. This individual will train Program team members (Coach and Portfolio Manager) on these systems, ensuring that the Propel Program team is positioned to execute on this aspect of the work in the future.
We are seeking someone who has direct experience managing apprenticeship programs in California.
The Apprenticeship Compliance Manager is responsible for:
Clearly articulating the set of requirements - and corresponding deadlines - necessary to appropriately run an apprenticeship program in CA; Determining and recommending the structures/processes that ensure Propel is in compliance with CA state and USDOL apprenticeship law/regulations;
standing up the systems that ensure Propel Fellows are registered as apprentices and meet necessary deadlines to ensure Propel is meeting mandated requirements,
Training Propel's program team on these requirements and the corresponding systems to facilitate compliance
Engage in regular communication with key Program team members to ensure there is regular opportunity to assess apprenticeship outcomes against requirements
Supporting apprentices in accessing WIOA funding (tuition, employer wage reimbursement) through LMU
Although the direct relationship between employer and training partners will live with Propel, this individual may participate in cross-functional meetings focused on compliance and reporting.
Estimated time needed:
2 - 3 hours per week with some heavier weeks when there are key deadlines.
The contract would run from August 2025 to December 2025 with the potential to extend through 2026. The rate would be $100-$125/ hour depending on experience. There is potential to increase hours and extend the contract pending funding.
