Job Description:
The position holds a key leadership position in the Finance Department, provides central coordination of all City debt (with schools and certain component units) for general obligation, revenue and tax increment financing district improvement bonds, commercial paper, loans and other lines of credit facilities and the related year-end tasks surrounding debt for the annual audit.
As the lead person responsible for Bond Sales, the position will work closely with external and internal sources related to bond offerings including the bond counsel, financial advisor and the City Attorneys Office in development and review of legal documents, the pricing and sale of bonds, official statements, creating timelines, rating agency and investor presentations and closing documents.
This position supervises two direct reports supporting the Citys OPEB Trust, debt management, and compliance with GASB 87 (leases) and GASB 96 (subscription-based IT arrangements). It also serves as the primary liaison with banks, investment advisors, custodians, and broker-dealers, overseeing the evaluation of financial products and services, managing RFPs and bid processes, and leading contract reviews and negotiations.
This role serves as the Citys Investment Lead, responsible for managing public fund investments in compliance with state and local regulations. Key duties include developing and implementing investment strategies and policies, overseeing investment reporting and committee activities, monitoring financial markets, managing cash flow, and optimizing returns while prioritizing capital preservation.
The position collaborates closely with external advisors and internal stakeholdersincluding Finance, the Treasurer, Budget, and other departmentsto support the Citys financial objectives and capital planning needs.

Required Qualifications:
EXPERIENCE REQUIREMENT: In addition to satisfying the vocational/education standards, this position requires a minimum of six years of related, full-time equivalent experience.
SPECIAL CERTIFICATIONS AND LICENSES: Certified Public Accountant, Certified Public Finance Officer, or Certified Government Financial Manager preferred.
SPECIAL REQUIREMENTS: Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
Preferred Qualifications:
- Knowledge of municipal capital financing, municipal bond markets, arbitrage and tax compliance regulations.
- Familiarity with GASB and GFOA best practices.
- The ability to prepare comprehensive financial and economic reports, develop and analyze alternative financial strategies, and present ideas clearly and concisely.
- Strong communication and project management skills.
