YOU MUST BE PERMANENT IN THE BENEFITS OPPORTUNITY SPECIALIST (BOS) TITLE FOR AT LEAST ONE YEAR OR PERMANENT IN THE ASSOCIATE BENEFITS OPPORTUNITY SPECIALIST (ABOS) TITLE. THIS IS A PROVISIONAL APPOINTMENT. WHEN A TEST BECOMES AVAILABLE IN THE ABOS TITLE, YOU MUST PASS IT TO REMAIN IN THE TITLE.
The Department of Social Services (DSS) includes the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA provides benefits such as Food Assistance and Emergency Rental Assistance, while DHS works to prevent and address homelessness.
Office of Legal Affairs/Fair Hearing Administration (OLA/FHA) represents the Agency at NYS Administrative Hearings across various program areas, including Cash Assistance, SNAP, DHS, IREA, HASA, and Medical Assistance.
Under supervision, the Pre-NOI Specialist performs outreach, administrative, and analytical duties related to resolving client cases before the Notice of Intent (NOI) is issued. Assignments are at the discretion of the Unit Supervisor.
OLA/FHA is hiring two (2) Associate Benefits Opportunity Specialist I positions as Fair Hearing Pre-NOI Specialists in the FHTMRU, responsible for:
Reviewing and analyzing client cases before NOI issuance to determine if they can be resolved, using systems like FHEMS, WMS, POS, NYCWAY, and others, and correcting case actions as needed.
Conducting outreach to clients, explaining activities, and assessing reasons for non-compliance, determining if cases can be resolved or if barriers exist.
Performing intensive case reviews if outreach is unsuccessful, documenting findings, and entering appropriate action codes.
Monitoring PNMS queues to ensure timely completion of work and consulting with supervisors on workload and case actions.
Notifying supervisors of cases requiring action to prevent adverse outcomes.
Minimum Qualifications include a high school diploma and three years of relevant experience, or a college degree with 18 months of experience as a Benefits Opportunity Specialist or in social/human services work. College credits may substitute for some experience.
Preferred skills include knowledge of agency operations, NYS social service policies, analytical and communication skills, and experience with HRA and OTDA systems.
