Job Description
Winsor Consult Group is looking for a Construction Estimator also called a Cost Estimator or Disaster Recovery Specialist preferably with FEMA experience to become an integral part of our team in New York, NY. The right candidate will have experience developing accurate cost estimates for disaster recovery construction projects by conducting field inspections of damaged facilities, analyzing the scope of work needed, and utilizing specialized estimating tools to produce detailed project worksheets that comply with FEMA guidelines, ensuring eligible repairs are accounted for and costs are justifiable within the Public Assistance program.
Applicants should be prepared to work full time, in person at either our home office in Manhattan or a project site.
As a new Winsor team member, you will be offered a performance evaluation conference during the first six months and then annually.
This position is eligible for annual salary adjustments, out of cycle salary increases and opportunities for professional development.

Essential Duties:
Key responsibilities of a Construction Estimator:
- Field Inspections - Performing on-site assessments of damaged infrastructure like schools, hospitals, bridges, roads, and public buildings to understand the extent of damage and required repairs.
- Scope of Work Development - Defining the precise scope of eligible work based on FEMA regulations, including details on materials, labor, and construction methods.
- Cost Analysis - Utilizing specialized estimating software and databases to calculate accurate costs for labor, materials, equipment, and contingency factors.
- Project Worksheet Preparation - Creating detailed project worksheets outlining the scope of work, cost breakdown, and justification for each repair, ensuring compliance with FEMA guidelines.
- Data Collection and Analysis - Gathering information on local market conditions, contractor pricing, and historical data to inform cost estimates.
- Collaboration with Stakeholders - Working with FEMA program managers, local officials, contractors, and engineers to coordinate project details and address concerns.
- Report - Preparing comprehensive reports detailing cost estimates, project justifications, and supporting documentation for FEMA review.
Required Skills and Qualifications:
- Construction Knowledge - Thorough understanding of construction practices, materials, and methods across various building types.
- FEMA Regulations - Comprehensive knowledge of FEMA Public Assistance guidelines and eligibility criteria.
- Analytical Skills - Ability to analyze complex damage scenarios and develop accurate cost estimates.
- Communication Skills - Effective communication with diverse stakeholders to gather information and explain technical details.
Work Environment:
- Field Work: Frequent travel to disaster-affected areas to conduct site inspections.
- Office Work: Data analysis, report writing, and collaboration with team members.

Terms and Benefits:
You will be entitled to a fixed amount of Paid Time Off each year to be used for vacation, sick and personal time (PTO Time). PTO Time will accrue at a rate of 5 hours for each two-week pay period to a maximum of sixteen (16) days per year.
A maximum of four (4) weeks (160 hours) of accrued and unused PTO Time may be carried over to the following year. Untaken time in excess of 160 hours will be paid to you at the end of each year.
Our firm is affiliated with a major health services provider to provide medical and dental benefits to our employees. Winsor currently pays for 75% of the cost of medical, and 50% of the cost of dental and vision insurance coverage. This benefit is effective the 1st of the month following your start date.
Our firm sponsors a retirement savings plan that provides a matching contribution of up to four percent (4%) of employee salary or up to the statutory maximum. There is no vesting period for this benefit. This benefit is subject to adjustment, however, any contributions from Winsor to your retirement plan are yours without reservation.
Our firm offers eight paid holidays per year (New Years Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, the day after Thanksgiving Day, Christmas Day). Additional, non-compensable, time off may be approved if adequate advance notice and approval from both Winsor and client are secured.
We value your continued learning and wish to assist you in attaining certifications, degrees and additional skills. Upon completion of any pre-approved, course of study, our firm will reimburse up to 50% of eligible costs.
Winsor has partnered with a nationally recognized firm to establish a pilot program to assist our team members with their student loans. Winsor will work with you to set up a student loan repayment program that includes matching benefits up to $500 per month.
