PRIMARY FUNCTIONS:
As a Fleet Compliance Manager, your primary responsibility is to ensure the safety and compliance of fleet operations. You will help build a strong safety and compliance culture at both the distribution center (DC) and corporate levels to ensure fleet accidents are minimized, risks are mitigated, we are compliant with all applicable laws, rules and regulations, and drivers and the public are kept safe.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Developing and Implementing Fleet Safety Policies
- Develop, execute, and maintain effective driver safety policies and training programs in compliance with OSHA, FMCSA/DOT and company safety policies, including proper usage of the ELD telematic system(s).
- Create emergency responses procedures for vehicle accidents, vehicle breakdown, and severe weather response ensuring drivers are trained on proper protocols.
- With input from applicable departments, develop a driver and fleet scorecard to track overall driver behavior, incident rates, and compliance performance/trends.
- In conjunction with DC fleet management, ensure drivers remain compliant with annual physicals, drug/alcohol screenings, and driver license renewals in accordance with all state, federal and local laws.
- Oversee DC compliance of driver logs to ensure timely and accurate completion, as well as compliance with Federal DOT regulations and company standards.
- Work with the DC General Manager (GM) and HR to report and monitor non-compliant drivers or incidents to determine and implement appropriate corrective action/discipline pursuant to company policies.
2. Conducting Regular Safety and Compliance Inspections and Audits
- Perform routine inspections and audits to ensure compliance with regulatory requirements and company policies and ensure proper documentation.
- Conduct and/or review inspections of vehicles and equipment to be maintained in accordance with safety standards and preventive maintenance schedules.
- Ensure corrective actions from past inspections are closed out effectively and within the required timeframe.
- Coordinate with external auditors (e.g. DOT) during official inspections, ensuring readiness and proper documentation.
- Provide detailed audit reports and analytics highlighting trends, recurring issues, and opportunities for improvement.
3. Conducting Safety and Compliance Training and Creating Awareness Programs
- Develop and conduct regularly scheduled driver safety meetings, establish driver training program and modify as appropriate based on risk assessments.
- Develop plans to reduce and prevent fleet incidents/accidents by monitoring the use of ELD technology and analyzing trend data based on those results.
- Promote a “Fleet Safety Focused” culture throughout the DC fleet and maintenance departments (e.g. by creating distributing safety communication materials such as newsletters, posters, videos etc.)
4. Fleet Accident Investigation and Reporting
- Investigate and track all fleet incidents/accidents to meet both company and FMCSA/DOT requirements, including post-accident drug/alcohol testing and re-training.
- Maintain and update an incidents/accidents database, tracking trends over time to support proactive safety initiatives and reduce recurrence.
- Perform analysis and root cause identification of fleet incidents/accidents and report out findings to appropriate individuals and/or departments.
- Review Driver Qualification files and provide any necessary recommendations and corrective action.
5. Ensuring Regulatory Compliance in Fleet Operations
- Monitor driver compliance with fleet safety standards, up-to-date training, and adherence to FMCSA/DOT regulations. Collaborate with HR and DC fleet to address any safety-related concerns or violations and support corrective action efforts and ensure all required documents (e.g. medical cards, MVRs etc.) are current and compliant.
- Schedule and conduct regular ride-along sessions to ensure driver compliance, and positive safety habits, and identify challenges/trends.
- Stay up to date on changes in FMCSA, DOT and other fleet related regulations and proactively update procedures to maintain compliance.
6. Fleet Risk Assessment and Management
- Identify potential fleet safety and compliance risks both DC specific or company-wide.
- Prioritize risk mitigation based on impact and likelihood.
- Monitor and review implemented mitigation actions to ensure effective and implement additional risk mitigation actions as required.
- Regularly evaluate fleet routes and delivery sites to identify and address potential safety risk factors.
7. Performance Monitoring and Continuous Improvement
- Establish fleet safety performance metrics.
- Perform fleet safety and compliance data collection and analysis.
- Identify and implement improvement opportunities for fleet safety and compliance.
- Collaborate with drivers and Fleet Managers to review performance, gather suggestions, and develop collective action plans for safety improvements.
8. Collaborating with Stakeholders
- Collaborate with internal and external parties.
- Engage with regulatory bodies.
- Share best practices across the DCs.
SKILLS AND QUALIFICATIONS:
- 3 years+ of Safety experience in related transportation industry.
- 2 years+ of Electronic Logging Device (ELD) compliance.
- 3 years+ with FMCSA and DOT requirements.
- Previously provided safety compliance to both a local and non-local workforce or trucking fleet.
- Experience handling resistance to change in process, procedures, and policies to arrive at cooperation.
- Leadership experience in fleet safety, establishing strong fleet safety behaviors throughout an entity, championing safety and DOT best practices, and creating/influencing a culture of safety.
EDUCATION AND/OR TRAINING:
- Bachelor’s degree in appropriate discipline.
- Additional languages – bilingual Mandarin is preferred.
