Office of Legal Services/Human Resources Entry Salary: $105,000 Location: TCSG System Office – 1800 Century Place NE, Atlanta, GA 30345 The position is open to all applicants who meet the minimum qualifications below. The Technical College System of Georgia (TCSG) is seeking a Director, Human Resources Operations to provide operational oversight for all human resource functions at the TCSG System Office. This position ensures compliance with federal and state employment laws, TCSG policies, and oversees HR services including talent acquisition, employee relations, classification and compensation, benefits administration, professional development, performance management, HRIS, and workplace compliance initiatives. The Director serves as a trusted advisor to executive leadership and may serve as a liaison between the System Office and the 22 technical colleges on human resource policy implementation. Responsibilities Direct the daily operations of the HR department, ensuring accurate and timely execution of all core functions, including employee records management, personnel transactions, time and labor processes, and semi-monthly payroll. Interpret and enforce compliance with all applicable federal and state employment laws, including FMLA, FLSA, ADA, Title VII, EEO, and the Georgia State Personnel Board Rules. Develop, update, and implement HR policies, procedures, and the employee handbook. Direct full-cycle recruitment strategies to attract and retain top talent. Collaborate with department heads to forecast hiring needs, streamline processes, and ensure equitable, inclusive hiring practices. Lead onboarding programs that accelerate new hire integration. Promote a positive, inclusive, and respectful workplace culture. Lead internal investigations, mediate workplace conflicts, and manage grievances and disciplinary matters. Act as a trusted advisor to management on performance issues, conduct concerns, and team dynamics. Oversee job classification, compensation planning, and salary administration in alignment with state guidelines. Conduct periodic reviews and make data-driven recommendations for equity and competitiveness. Ensure effective communication and administration of employee benefits in coordination with the State Health Benefit Plan, Teachers Retirement System (TRS), and Employees Retirement System (ERS). Serve as liaison with benefit vendors and the Department of Administrative Services. Lead the strategic use of the HRIS system to manage employee data, payroll transactions, and reporting. Utilize data and analytics to monitor workforce trends and inform strategic decisions. Develop and oversee training and leadership development initiatives that enhance employee engagement, supervisory effectiveness, and compliance awareness. Champion continuous learning and professional growth. Administer workers’ compensation, coordinate return-to-work programs, partner with legal counsel and public safety as needed. Ensure compliance with workplace safety regulations and emergency response procedures. Required Competencies Extensive knowledge of state and federal employment laws, policies, and regulations Experience with strategic HR planning and organizational development Skill in conflict resolution, employee relations, and leadership coaching Strong communication, decision-making, and analytical abilities Demonstrated ability to lead in a collaborative and compliance-focused environment Proficiency with HRIS systems and reporting tools Ability to supervise, motivate, and develop HR staff Professionalism, discretion, and integrity in managing sensitive information Strong organizational and time management skills. Excellent written and verbal communication skills. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) Minimum Qualifications Bachelor’s degree from an accredited college or university in a related field *and* Two (2) years of related work experience Preferred Qualifications Master’s degree in Human Resources or related field PHR/SPHR or SHRM-CP/SCP certification Experience in the public sector, higher education, or statewide HR operations Familiarity with Workday or similar ERP systems How To Apply Interested parties should apply at Team Georgia Careers, Team Georgia Careers Website Applications will be accepted until July 28, 2025 .
