Background: The position will perform Senior Program Evaluation & Acquisitions Manager duties for the Department of Defense (DoD) Cyber Crime Center (DC3), Operational Enablement Directorate (OED) focused on cyber counterintelligence tools and objectives. DC3 is designated as one of seven Federal Cybersecurity Centers and is aligned as a separate agency under the Inspector General, Office of the Secretary of the AF. The OED is one of six DC3 operational Directorates. OED amplifies the effects of DoD-wide LE/CI investigations and operations, and by extension, the effects of the U.S. Intelligence Community (USIC) at large. The OED is composed of the Analytical Group (AG) and Special Capabilities Group (SCG), both of which have unique operations support requirements. OED/SCG’s mission is to provide support to the DoD counterintelligence community through the management of the evolution and development of the CADO-IS (Collect, Analyze, Disseminate and Operationalize – Integrated Solution) environment and an Automated Data Obfuscation capability. SCG’s mission is to manage the CADO-IS program to enhance & integrate numerous cyber-based interagency and DoD counterintelligence capabilities to improve and integrate with acquisitions & technology protection and DoD Cyber CI counterintelligence operations. Job Description: The Senior Program Evaluation & Acquisitions Manager will: Lead the creation and staffing of required acquisition documentation in accordance with current DoD (to include DoD 5000.85), DA, Federal Acquisition Regulation (FAR), and local policy. Create and staff other programmatic and reporting documentation (to include briefing packages, Courses of Action, End Of Month execution charts, Focus Area submissions, Functional Service Agreements, Management Acquisition Report submissions, etc.). Serve as a DoD Acquisitions and programmatic Subject Matter Expert (SME) at C-suite level briefings and industry and stakeholder engagements. Develop and staff short/long-term funding requirements; obligation plans, Life Cycle Cost Estimates (LCCEs), R/P/C Forms, the Strategic Portfolio Analysis Review (SPAR) and Program Objective Memorandum (POM); prepare impact statements in response to proposed decrements. Develop charters, agendas, presentations and facilitate daily, weekly, and monthly meetings where data exchanges are discussed and provide regular follow-up briefings to leadership. Develop, coordinate and staff acquisition documents, to include the Acquisition Strategy, Acquisition Plan, Acquisition Decision Memorandums, Acquisition Program Baselines (APB), System Engineering Plans, Test & Evaluation Master Plan, and Life Cycle Sustainment Plan. Develop Performance Work Statements, Quality Plans, Contract Data Requirements Lists, Acquisition Plans, and Acquisition Requirements Packages. Understand multifaceted issues, problems and concerns and ability to provide concise information and explanations with solutions to Government leadership. Qualifications
Required: Must have and maintain an Active Top Secret/SCI clearance. Master’s degree with at least 10 years of experience, or bachelor’s degree and 18 years experience, minimum 5 years of military/DOD acquisitions experience. Experience managing staff and leading people. Knowledge of DoD Acquisition and Life Cycle Management policies and procedures included DoD 5000 series and Air Force specific guidance. Possess a FAC-C or DAU DAWIA Level I certification in Contracting, Contracting Officer Representative, Purchasing, or Program Management. Must be able to manage multiple projects at one time. Must be able to research, analyze, and evaluate information to provide multiple courses of action. Strong oral and written communication skills. Excellent time-management skills and commitment to meet deadlines. Self-motivated with the ability to work independently and in a team environment. Desired: DAU DAWIA Level II or III certification. Project Management Professional (PMP) Certification. Flexibility to adapt to changing situations. This position is expected to be a hybrid position, with a 70% on-site requirement.
