Job Summary
The Minnesota Public Facilities Authority (MPFA) finances local government water infrastructure projects that support public health and environmental quality.
MPFA Senior Loan Officers have primary responsibility for underwriting and compliance review of loan and grant applications, review of monthly disbursement requests, and ongoing loan portfolio monitoring including annual audit reviews. Responsibilities of this position include reviewing loan and grant applications, determining loan terms and conditions, reviewing and approving disbursement requests, monitoring recipients and their projects for compliance, reviewing annual audits, and working with other MPFA staff to develop and improve program procedures, application materials, and related program documents.This position is considered a subject matter expert, providing information and technical assistance to communities regarding financing options, including the municipal bond market and other state and federal programs.
This position will be based out of the St. Paul office.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
Qualifications
Minimum Qualifications

Three (3) years* of experience as a municipal finance officer, loan officer, management analyst, state program administrator, project specialist or similar position as determined by the agency.
*Bachelor's degree in finance, accounting, public administration, or other related field as determined by the agency may substitute one (1) year of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience in understanding and interpreting federal and state laws, rules, and regulations. Experience in municipal financial statements. Familiarity with financial processes, such as contract management, and financial audits. Familiarity with public infrastructure planning, financing, and project management. Experience working with diverse stakeholders to coordinate participation in financial transactions. Preferred Qualifications
Knowledge of municipal finance and bond issuance, including IRS regulations pertaining the use of tax-exempt bond proceeds, private activity issues, arbitrage restrictions and related matters. Knowledge of basic municipal operations, capital budget development, revenues and funding sources. Ability to recognize and analyze problems and opportunities and negotiate acceptable solutions. Knowledge of infrastructure project development including design and engineering, construction practices and bidding requirements. Communication skills sufficient to effectively assist, instruct and address inquiries from clients, stakeholders on processes, procedures and requirements. Experience creating and using software such as Microsoft Suite for emails, word processing, spreadsheets to track, evaluate data and data management programs, such as SmartSheet.
