GENERALRESPONSIBILITIES:
This senior leadership role is responsible for overseeingsystem expansion, capital project planning, business growth, and financialsustainability to ensure continued high-quality water and wastewater servicesfor the service area. The Business Development Director will driveinfrastructure development, foster regional partnerships, and align businessobjectives with Avon Lake Regional Water’s mission and regulatory requirements.
GENERALQUALIFICATIONS:
1. Bachelor’sdegree in Business Administration, Public Administration, Engineering, UrbanPlanning, or a related field is required. Master of Business Administration orsimilarly related graduate degree preferred.
2. 10-plusyears of experience in utility management, planning, economic development, and/orbusiness strategy.
3. Experiencein capital project planning, infrastructure development, and financialanalysis.
4. Familiaritywith regulatory agencies such as the United States EPA, Ohio EPA, Jobs Ohio,and Team NEO.
5. Possessionof a valid driver’s license with an acceptable driving record.
SPECIFIC DUTIES
Under limited supervision from the Chief Utilities Executive,shall perform a variety of technical and routine tasks including but notlimited to:
Strategic Planning & Business Development
Develop and implement long-term growth strategies forAvon Lake Regional Water, including system expansion and regionalcollaboration.
Identify and pursue economic developmentopportunities, including partnerships with municipalities, businesses, anddevelopers.
Oversee water and wastewater service agreements andnegotiations with external entities.
Analyze demographic, economic, and infrastructuretrends to inform business and capital planning decisions.
Identify and recruit potential management candidatesfor expanding organization.
Infrastructure & CapitalProject Planning
Lead the development of master plans and capitalimprovement programs to ensure the long-term reliability and efficiency ofwater and wastewater systems.
Collaborate with engineering and operations teams toassess infrastructure needs and prioritize investments.
Identify opportunities and secure funding for majorprojects through grants, loans, and alternative financing mechanisms.
Ensure capital projects align with regulatoryrequirements, customer needs, and ALRW goals.
Develop business models and metrics to enhancerevenue streams while maintaining affordable rates for customers.
Support the development of financial plans, includingrate structures and funding strategies.
Conduct cost-benefit analyses for potential projectsand business opportunities.
Evaluate potential acquisitions, partnerships, andregional service expansions.
Regulatory & PolicyLeadership
Monitor and influence local, state, and federalpolicies affecting water and wastewater utilities.
Represent Avon Lake Regional Water in discussionswith regulatory agencies, industry organizations, and legislative bodies.
Ensure compliance with environmental regulations andadvocate for policies that support the utility’s mission.
Stakeholder Engagement &Public Relations
Build strong relationships with bulk customers, municipalleaders, economic development organizations, and industry partners.
Engage with customers, businesses, and communitystakeholders to promote goals and initiatives of ALRW.
Lead public outreach efforts related to planninginitiatives, system expansions, and infrastructure investments.

Articulation of abusiness development roadmap for Avon Lake Regional Water. Ability to work withinternal teams (engineering, finance, operations) to coordinatefeasibility studies and service expansion plans. Production of grantapplications and funding initiatives that enhance Avon Lake RegionalWater’s infrastructure capabilities. Ability to managemultiple business development initiatives simultaneously and meetdeadlines effectively. Demonstrateproblem-solving and critical thinking when addressing challenges relatedto water and wastewater service expansion. Ability to implementand follow the employer’s quality standards as required.
