The salary will be based on previous experience, salary history, and current postal pay policies. The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. Functional Purpose:
Provides integrated, cross-functional administrative support and guidance to management and employees on human resource management, administrative or finance programs and processes. DUTIES AND RESPONSIBILITIES Develops integrated support plans for the execution of administrative programs and processes. Coordinates with various functions to provide technical advice and guidance and ensure identified issues are handled appropriately in a timely manner. Provides coordination, implementation and administration of human resources, financial or administrative programs ensuring that policies, procedures and processes comply with federal, state, local regulations, and USPS policies and procedures. Analyzes and evaluates the effectiveness and efficiency of administrative management processes. Implements systems to track and monitor data related to complement, budget or administrative activities. Identifies process improvement opportunities, provides recommendations to senior management, and leads the implementation of approved processes. Compiles information and/or data to prepare various documents (e.g., status reports, studies) that assist with the administration of personnel and department issues. Fosters and maintains collaborative and working relationships with key stakeholders to ensure optimum cooperation and coordination to maximize the quality of administrative programs and services. Facilitates the resolution of human resource, administrative or finance issues identified by customers; acts as liaison between customers and cross-functional organizations to resolve issues. Participates in projects, special assignments and other duties as assigned. SUPERVISION:
Manager unit to which assigned. Requirements: Knowledge of USPS programs, practices, policies, and procedures at a level sufficient to provide technical guidance on human resource or finance programs. Ability to formulate, execute and monitor an organizations budget. Ability to develop and maintain effective work relationships with employees at all levels of the organization to achieve organizational goals and objectives. Ability to research, analyze, and resolve personnel or administrative related issues and provide guidance and recommendations to management. Ability to monitor and evaluate programs and processes sufficient to recommend enhancements and coordinate the implementation of process improvements, policies and procedures. Skill using databases at a level sufficient to pull and manipulate data to develop reports, perform analysis, and create graphical presentations of data for a variety of audiences including internal, external and executives. Ability to use word processing, data analysis and presentation development software applications such as Microsoft Word, Excel, and PowerPoint to prepare briefings, reports, and presentations, using formulas, pivot tables, formatting, and templates. Ability to communicate orally and in writing sufficient to provide professional correspondence, technical advice, functional guidance, and policy interpretation on human resource or finance programs and to serve as a point of contact between department managers and other functional areas. **This position requires an NACI clearance.
