Proven leadership in managing similar programs
Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to client requirements
Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of all assigned personnel on the project
Negotiates changes to the scope of work with the client and key subcontractors
Responsible for following up on instructions and commitments associated with the project
May participate in negotiations with regulatory agencies and in public meetings in support of clients
Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required
Assigns responsibility for executing project plans to key subordinates after careful assessment of their qualifications and strengths
Collaborates and interfaces with the client and project stakeholders
Develops and monitors project budgets, schedules, and staffing plans
Ensures the project meets or exceeds established goals in collaboration with the client
Promotes technical excellence through application of Quality Assurance processes
Monitors and reports project progress, milestones, and conditions affecting cost or schedule to the client and management
Establishes weekly project review meetings and formulates action items
Minimum Qualifications
Bachelor's degree in Architecture, Civil Engineering, Architectural Engineering, Construction Management, or related aviation studies
Minimum 15 years of program and construction management experience in aviation facility projects
Extensive experience in airport and airline operations, industry relationships, and understanding of regulatory, construction, and operational airport environments
Significant proposal development experience and technical communication skills
Proven track record managing aviation projects over $50M and multi-project programs over $350M
Excellent communication, technical writing, and presentation skills
