The NM State Land Office has a Non-Emergency Telework Policy, which allows eligible employees to telework up to twenty-four (24) hours a week consistent with the agency's business needs.

Why does the job exist?
The core mission of the New Mexico State Land Office (NMSLO) is to responsibly generate revenue through a wide array of leasing activities on state trust lands on behalf of public schools, universities and hospitals. The Quality Assurance Analyst is responsible for ensuring proper testing (both manual and automated) of NMSLO's software products by developing, implementing and managing quality control measures. This role provides technical leadership in addition to identifying and achieving business objectives.
How does it get done?
This incumbent will develop and maintain Quality Assurance (QA) processes for all NMSLO Information Technology Division (ITD) applications by utilizing testing tools, participating in requirements discussions with NMSLO Project Management, Business Analysis and NMSLO Subject Matter Experts, building and executing test cases for functional, unit, regression, and/or performance testing, including testing oversight. The incumbent will also identify software capability and reliability, and identify technical issues prior to new releases and recommend software enhancements.
Who are the customers?
Internal: Oil, Gas, and Minerals Division; Administrative Services; Commercial Division; Legal Division; Surface Resources Division; and executive State Land Office management officials (Office of the Commissioner).
External: New Mexico public schools, universities and hospitals; individuals; general public; lessees (agricultural, oil and gas companies, commercial, rights-of-ways); natural resource authorization users; program enrollees; hunters; other government entities (state, federal, city, county, tribal).
Ideal Candidate
The ideal candidate will have: -At least 4 years of strong experience in creating and conducting Quality Assurance testing for IT systems and software. -Demonstrate strong analytical problem-solving abilities, effective communication across multiple business units, and systematic but flexible approach to testing and problem solving. -Experience and the ability to gather, document, validate requirements and create test plans/test cases from the requirements. -The experience and ability to provide and develop training documentation, training presentations for users on applications showing new processes to support the business outcomes and improve quality standards. -Experience with developing Standard Operating Procedures (SOPs) or User Guides to support the business units. -Experience and ability designing and executing test plans and test activities for software applications with overlapping development schedules and release cycles. -The ability to effectively manage user acceptance teams and efforts, to clearly communicate status, risks, issues and recommend corrective actions to meet organizational objectives. -The ability to work collaboratively and effectively in a schedule-driven environment on project teams with Subject Matter Experts (SMEs), developers, Business Analysts (BAs), Project Managers, Business Leads and IT Management. -Experience with various software testing methods, levels, types, and processes and where they fit in the overall system and development life-cycle and Project life-cycle ensuring deadlines are met.
Minimum Qualification
Bachelor's degree in Computer Science, Management Information Systems (MIS), or Information Technology and four (4) years of experience in software programming, systems testing, or systems quality assurance (QA). Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Employment Requirements
Must possess and maintain a valid New Mexico Driver's License.
Must obtain and maintain a state of New Mexico Driving Certificate.
Working Conditions
Work is performed primarily in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer to include working with computers, faxes, copiers and printers, and phone usage, with extended periods of sitting, standing, bending, squatting, climbing, reaching, kneeling and crawling. Ability to lift up to 25 lbs. Some travel may be required.
