Job Description:
These Senior Program Analyst will provide expert-level analysis, policy guidance, and program oversight in support of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA-DEC). The incumbent will be responsible for supporting the Army's security assistance, foreign military sales (FMS), and export control programs, ensuring compliance with U.S. laws, regulations, and national security objectives.
Responsibilities: Provide subject matter expertise on U.S. security assistance policies, including the Arms Export Control Act (AECA), Foreign Assistance Act (FAA), International Traffic in Arms Regulations (ITAR), and Security Assistant Management Manual (SAMM). Ensure Foreign Military Sales (FMS) and defense exports comply with U.S. policies and international agreements. Advise on technology transfer and export control processes, ensuring alignment with national security objectives. Analyze and develop recommendations for security cooperation programs, including Foreign Military Financing (FMF), Direct Commercial Sales (DCS), and Building Partner Capacity (BPC) initiatives. Serve as a liaison between DASA-DEC, the Defense Security Cooperation Agency (DSCA), the Department of State, and industry stakeholders. Contribute to the development of Army security assistance and international cooperation strategies. Draft policy papers, briefings, and recommendations for senior leadership on export controls, technology security, and foreign military sales. Support Army efforts to expand international defense partnerships while safeguarding critical U.S. technologies. Qualifications:
Bachelor's Degree with 10 years total experience and six (6) years of experience in Security Assistance or Armaments Cooperation. Must have an active DoD Secret Clearance. Experience with export laws, policies, and controls. Must have completed Intermediate Security Cooperation training certification (Advance Security Cooperation Certifications is a plus). Experience working within or supporting DASA-DEC, DSCA, DoD, or related organizations.
