Specialized Experience You qualify for the GS-14 grade level if you possess one year of specialized experience equivalent to the GS-13 grade level in the Federal government, or public or private sector equivalent performing duties such as: Experience advising senior leaders in implementation of organizational policies, plans and procedures. Experience collecting and assessing information that enhances understanding of situational awareness and decision support impacting the Homeland. Experience in managing, coordinating, and building relationships with intradepartmental, interagency, and State and Local entities. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Essential Personnel Position - This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Due to the nature of the mission, which includes providing emergency/crisis support, the incumbent is subject to recall either to the DHS National Operations Center (NOC), or an alternate Continuity of Operations (COOP) facility during emergency operational support conditions, training or exercises. Such incidents may require the incumbent to work extended hours and days outside his or her normal work schedule. Long hours under highly stressful and demanding conditions may be the norm during contingencies or major operations. The incumbent may be required to work rotating shifts, including night work, weekends and holidays. This position involves critical duties and responsibilities that must continue to be performed during crisis situations and contingency operations. The incumbent may be required to work irregular hours outside of the standard workday/workweek and may be required to work a rotating shift schedule on short notice outside of the National Capital Region. Position may require travel 1 to 5 nights per month.
This position is located in the Department of Homeland Security (DHS), Office of Homeland Security Situational Awareness.. The primary purpose of this position is provide OSA with operational expertise on a wide variety of mission areas and ensure the quality of operational reporting from various DHS entities, programs, and intragency organizations.
