SENIOR PROGRAM ANALYST

SALARY RANGE: $85,660 - $111,297
BACKGROUND CHECK

PROBATION
All people, including current City employees, selected for this position must complete a mandatory 6-month probation.
OVERVIEW:
The incumbent serves as a Program Analyst within the Office of the City Administrator is responsible for researching policy, coordinating with Executive and Senior Managers supporting the implementation of agency policies and programs. The incumbent will collaborate and support these efforts across the city enterprise to advance the goals and priority outcomes of the Administration.
A Program Analyst researches, reviews and evaluates the activities of an agency's programs to determine their efficiency and effectiveness. Work of this class involves no supervisory duties or responsibilities.
Incumbent receives general supervision from a technical superior. Employees work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical effort.
Position Responsibilities Apply research and statistical analysis skills. Identify issues, collect data, and develop strategies to improve city operations. Evaluate program policies and procedures. Analyze fiscal and administrative data Develop criteria to identify program goals and objectives. Develop solutions to resolve program/project implementation challenges. Develop and maintain record, data collection and reporting systems. Coordinate and collaborate with stakeholders. Prepare detailed statistical and narrative reports. Serve as a liaison to agency heads and agency-level project managers as needed. Drafts and prepares formal comments, testimonies, directives and correspondences; and memoranda with respect to policies, operational procedures, reporting requirements and proposed legislation. Develop and evaluate strategies and make recommendations to management Manage multiple projects, monitoring implementation timelines and tracking deliverables to the City Administrator, Deputy City Administrator and other senior staff. Oversee Program Analyst staff day-to-day performance, reviewing deliverables for accuracy and completeness, and providing feedback and professional development opportunities Identify issues, collect data, and analyze alternatives to improve city services and operations. Conduct research, surveys, and interviews to gather information. Analyze financial, budgetary, and administrative data. Develop and evaluate options and make recommendations to management. Other duties as assigned.
Minimum Education Requirements:
Requirements - A Bachelor's or Master's degree in Public Administration, Public Policy, or a related field from an accredited college or university. A minimum of five (5) years' experience working in local or federal government, project management, or a related field.
