Scope Of Role
Performs responsible technical work in support of development and construction review, approval and related planning and code enforcement functions for the City. Serves as the City's liaison and primary contact to the development community and general public for all aspects of development and construction within the city. The employee coordinates between multiple private firms and public departments at various levels in the review and approval of development projects. The employee performs inspections of construction projects for storm water and erosion control compliance; serves as coordinator for the organization and review of plans submitted; and provides support for planning and development services and related engineering functions in the City. Work includes reviewing construction plans, corresponding and/or meeting with engineers and/or contractors to review specifications and requirements, inspecting construction in progress and upon completion for adherence to approved laws, ordinances, plans, and specifications. The employee performs basic GIS to develop maps and maintains development services and engineering files and records and supports development services staff as deemed necessary by the Director. Work may subject the employee to environmental conditions including working in both inside and outside environments, extreme temperatures, and construction noise, dusts, mists, fumes and related hazards. Work is performed under general supervision and is evaluated based on conferences, review of records, and adherence of work inspected to adopted plans and specifications.
Essential Duties
- Serves as coordinator for the review and approval of all development and construction projects within the City; ensures completeness and accuracy of plans; distributes coordination forms to other department representatives; provides feedback to the plan architect or developer.
- Reviews plans for storm water and erosion control compliance; visits worksites to assure compliance.
- Inspects NC DOT projects; completes Inspector's Daily Report, Project Diary and keeps record of project progress and findings; records equipment and material used on site; meets with other government officials to review job progress.
- Working with City Public Works, Public Utilities and other City and State agencies, checks water, sewer, street, and sidewalk installation for compliance with plans; observes pressures testing of water lines and smoke testing of sewer lines; reports findings to responsible agencies as needed.
- Answers a variety of questions from public, architects, contractors, and builders on site review requirements and related engineering questions; meets with property owners for driveway and easement permits.
- Uses GIS to develop and maintain a City database of map layers; produces maps for various departments and the customers on an as needed basis, including updating resurfacing maps, annual annexation and roads maps, etc.
- Maintains planning and development services files and plans.
- Assists Planning and Development Services Department Staff as needed with site visits and notification for nuisance complaints and compliance, assist in measuring businesses for signage and other zoning ordinance requirements; and help with trouble shooting on-site HVAC and other mechanical issues as needed.
- Assists with contract administration by reviewing work for contract compliance and with recording and reporting on the status of city projects and grants to responsible agencies as needed.
- May require additional on-the-job training and certification in fields including, but not limited to: floodplain, stormwater, erosion control and watershed management; geographic information systems; computer aided design; building inspections; etc.
Qualifications
- Graduation from high school supplemented by substantial coursework in engineering technology, civil engineering, planning, architecture, real estate or construction management. Completion of certifications or associates degree or higher in any of the above highly desirable.
- A minimum of 3-5 years of progressive experience in planning, engineering, architecture, code enforcement, inspections, construction, real estate or an equivalent field; or any combination of experience.
- Certification or significant training and coursework towards becoming a certified Building Code Inspector Level I or higher.
- Certification or significant training in floodplain, stormwater, erosion control and/or watershed management; geographic information systems and/or CAD software.
- Possession of a valid driver's license.
