Assisting the TMDL Support Group’s Senior Engineer with calculating and tracking nutrient, sediment, and impervious surface restoration credits. Providing QA/QC of restoration project information and collaborating with BWPR staff to gather documentation. Designing and creating database structures and spatial data sets, automating credit calculations, and using Chesapeake Bay Watershed Model (Phase 6). Managing data, supporting analysis, and documenting methods and processes. Reviewing and implementing stormwater management crediting guidance from MDE and Chesapeake Bay Program. Manipulating remote sensing tools and utilizing feedback to identify future restoration areas. Utilizes GIS tools for water quality, hydrologic, and hydraulic modeling and analyses, including scenario evaluations. Interprets and conveys modeling results to support project planning and development. Develops, maintains, and utilizes spatial geodatabases and ESRI portal applications using ArcGIS Pro, Survey 123, and other software. Ensures quality assurance and quality control of stormwater project data, including metadata development. Provides written evaluations of project data and credit calculations. Develops and implements SOPs for GIS and data workflows. Participates in watershed studies, providing technical input and coordinating with staff and consultants. Participates in meetings with diverse stakeholders, preparing reports, presentations, and other materials. Provides technical guidance for GIS and crediting workflows. Establishes and maintains effective work relations and communicates effectively both orally and in writing. Qualifications:
Bachelor’s degree in engineering or a related field (water resource management, civil engineering, etc.). Four (4) years of professional engineering experience. Valid non-commercial Class C driver’s license. Preferred qualifications include:
Four or more years of experience in water resource engineering or management. Knowledge of NPDES MS4 Permits and TMDLs. Knowledge of stormwater techniques and restoration crediting. Experience with GIS, including ArcGIS Pro, ESRI Enterprise applications, geoprocessing, spatial analysis, and automation. Experience with spatial geodatabases and database management systems. Experience developing SOPs and QA/QC procedures. Experience with aerial photography, remote sensing, and georeferencing. Proficiency with Microsoft Office and Google Workspace.
