July 12th, 2025 About the Role: The Town of Rye, a vibrant community located on the Sound Shore in Westchester County, New York, is seeking a

qualified and experienced Human Resources Consultant

to conduct a comprehensive review and update of its

Personnel Manual and all related HR policies . This contract-based opportunity is ideal for HR professionals or firms with expertise in public sector compliance, policy drafting, and New York State employment law. Key Responsibilities: Conduct a full review of the Town’s current Personnel Manual and HR policies. Evaluate compliance with

New York State ,

federal , and

local labour laws , including ADA, FMLA, NYS Paid Leave, and sexual harassment prevention. Identify outdated policies or compliance gaps; provide strategic updates and best practice recommendations. Draft a fully updated Personnel Manual and supporting policies. Present policy revisions to the Town Administrator and Town Board (virtually, if required). Provide implementation support or policy training as needed. Qualifications & Requirements: Proven experience in

HR consulting for municipal/public sector clients , preferably in New York State. Strong working knowledge of NY labour regulations, public sector HR practices, and policy development. Ability to work independently, meet deadlines, and communicate effectively with public administrators. Experience with Westchester County or similar municipalities is highly desirable. Proposal Submission Requirements: Qualified individuals/firms must be prepared to submit: Letter of Interest outlining relevant experience Project approach, methodology, and estimated timeline Fee structure and itemized pricing Three relevant references (preferably New York municipalities) Disclosure of any potential conflicts of interest Project Timeline: Start Date:
