Job Description

Hilltop Holdings is looking for a BSA Manager who will be responsible for managing and analyzing the CDD/EDD and CTR, financial crime risk management ('FCRM') systems and data files used by the Bank Secrecy Act (BSA) Department at Hilltop Holdings, Inc. The BSA Manager will lead a small team and ensure integrity of the models and data that are relied upon by the Bank's customer due diligence and CTR systems. The BSA Manager will also ensure day-to-day oversight of the PlainsCapital CDD/EDD and CTR program. Additionally, the BSA Manager will coordinate with the Corporate BSA Officer to build data-driven recommendations for system changes and will work with the Corporate BSA Officer to identify, escalate, and address potential issues.

Responsibilities

Performs oversight and governance of the FCRM model for customer risk scoring and the enterprise risk assessment for PlainsCapital Bank and Hilltop Securities, Inc.Coordinates with the Corporate BSA Officer to ensure effective governance over the PlainsCapital Customer Due Diligence(CDD) and Enhanced Due Diligence (EDD) Programs.Oversees the PlainsCapital BSA teams, specific to CDD/EDD and CTR and ensures effective implementation of policies and procedures.Coordinates with the Corporate BSA Officer to build, implement, and maintain reporting of all KPIs and KRIs relating to PlainsCapital Bank.Oversees verifications of customer files and data to improve customer due diligence utilized within Hilltop Holdings, Inc.'s business units.Manages ongoing testing activities of all CDD/EDD and CTR systems.Identify monitoring and risk strategies to ensure full coverage of relevant ML/TF risks, and coordinate with senior management to design and implement strategies.Oversees analysis of data exceptions and customer risk scoring parameters and settings.Reviews customer groups for consistency and analyzes peer transactions to construct peer group transaction profiles.Assists Deputy BSA Officer with testing, tuning, and verification of transaction monitoring rules utilized by the BSA Department's transaction surveillance system and customer risk rating.Coordinates with Model Risk Management to support their validation of models and report activities.Oversees and performs detailed documentation of all analysis, rationale, and decision-making relating to the CDD/EDD and CTR systems.Analyzes data to makes recommendations to senior level management including the Corporate BSA Officer relating to changes in FCRM systems and Hilltop Securities, Inc. BSA Program.Partners with Corporate BSA Officer to determine appropriate technology and data strategies, and BSA Program strategies for PlainsCapital Bank and Hilltop Securities, Inc.Maintains a high level of company and customer confidentiality.Provides direction and mentorship to direct reports and works effectively in a strong team-oriented environment.Qualifications

Bachelor's Degree in business, mathematics, information systems or related discipline OR combination of equivalent relevant work experience and high school diploma, GED, or equivalent required.10 or more years' progressive experience in banking or related field, with primary concentration in banking systems, bank operations, Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and/or Consumer Transaction Reports (CTR) related regulations required.Must possess proven data and statistical analysis skills.Strong computer skills, specifically with Microsoft Office suite of products, and the ability to learn and utilize custom banking systems and applications. Must be proficient in Excel with the ability to build and create reports and formulas. Experience with Access a plus.Excellent verbal, written, and interpersonal communication skills with the ability to interact with all levels of Bank personnel.Excellent analytical, time management, organizational and problem-solving skills with the ability to multi-task and work in a deadline-driven environment.Must be self-motivated with strong attention to detail, high level of accountability, and the ability to work independently.

Hilltop Holdings' Risk Advisory department provides independent and objective enterprise and operational risk management advisory services to assist management in the identification, measurement, and monitoring of threats to strategic and management objectives.
