General Overview of Position

Serves as second-in-command in the City of Kenosha's Assessment Department and supervises subordinate personnel. Under the general direction of the City Assessor, this position performs technical and supervisory work in overseeing and coordinating the operations of all divisions within the City of Kenosha Assessment Department. An employee in this class exercises considerable professional and independent judgment. Serves as City Assessor in his/her absence.

This position will remain open until the needs of the city have been met.

Example of Duties & Responsibilities

Supervises, analyzes and interprets workload and production statistics of all divisions in the Assessment Department.

Directs and assists in the planning of the Assessment Department projects.

Develops on-site training programs for personnel.

Organizes research on economic trends and conditions affecting property valuations.

Interprets and implements the policies of the Assessment Department.

Confers with municipal officials in the City of Kenosha concerning their local assessment problems.

Provides professional advice and assists assessment personnel with the appraisal of unusual or complex commercial property.

Prepares for and directs defense of assessment before the Board of Review.

Maintains all assessment records.

Answers inquiries and complaints from taxpayers, both in person and on the phone.

Assists in preparing the annual department budget and monitors spending in all divisions in the Assessment Department to ensure that expenditures stay within budgetary limits.

Represents the City Assessor, in his/her absence, at meetings, speaking engagements and communications with the media.Requirements

Training and Experience:

Associate Degree in business, public administration, or related field with successful completion of courses in real estate or assessment.

Minimum of five (5) years of formal experience in the field of real estate appraisal, including residential, agricultural, commercial, and industrial, at least two (2) years of which must be at a supervisory level.

Or, any combination of education, training and experience which provides the required knowledge, skills and abilities.Knowledge, Abilities and Skills:

Certification by the State Department of Revenue as an Assessor II.

Knowledge of court decisions, state laws and rules and regulations pertaining to property assessment and taxation.

Knowledge of building trades terminology, merchandising, and marketing methods as required for the valuation process, including CAMA (Computer Assisted Mass Appraisal).

Knowledge of data processing and computerization systems and their use in assessments.

Ability to determine fair market value of all types of property through application of recognized methods of property valuation.

Ability to interpret and explain property tax policies and procedures.

Ability to present and defend the accuracy of assessments before the Board of Review.

Ability to recognize local economic changes and/or property value trends and their effects on annual assessments.

Ability to handle reasonably necessary stress.Physical Requirements:

Task involves frequent walking; standing; some lifting and carrying objects of moderate weight (12-20 pounds).

Task involves the operation of vehicles, office equipment, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.Environmental Requirements:Task is may require frequent exposure to adverse environmental conditions.

Sensory Requirements:

Task requires color, sound, depth, texture and visual perception and discrimination.

Task requires oral communication ability.Additional Requirements:

Possession of a valid Wisconsin driver's license.

May be required to provide a personal vehicle for use on the job.

Method of Selection

Applicants' education, training and experience will be analyzed. Written, oral and/or proficiency exams may be required to establish eligibility. Appointment will be made in accordance with City policy and the Civil Service Ordinance and Rules and Regulations. The City reserves the right to further evaluate only those applicants who best meet the needs of the City.
