DIRECTOR OF FINANCE

JOB SUMMARY: The Director of Finance will serve as a member of the Superintendent's cabinet and manage the general accounting functions of the District, including but not limited to accounts payable, general ledger maintenance, cash management tracking, state, and federal reporting requirements, Grants management, purchasing, budgeting, financial reporting, and annual audit coordination/completion.

MINIMUM QUALIFICATIONS:
  • Bachelor's Degree in business administration, finance, or accounting (MA or MBA preferred)
  • Michigan School Business Official (MSBO) certification eligibility.
  • Computer literacy with accounting, report, grant writing, and presentation software.
  • Minimum of three years successful related experience.
  • Working knowledge of Michigan school finance/educational systems and fund accounting.
  • Excellent communication (written and oral), analytical and computer skills required.
RESPONSIBILITIES:
  • Budget development and presentation, administration, and long-range financial planning.
  • Manage internal controls and proper chart of accounts.
  • Oversee annual audit preparation, completion, distribution, and production of financial statements.
  • Oversee cash flow, monthly reconciliations, payroll, and accounts payable.
  • Oversee fiscal management of state and federal grants along with reporting requirements.
  • Ensure that school district grant funds are spent in accordance with grant guidelines and requirements.
  • Accurate completion and submission of all local, state, and federal financial reports, including, but not limited to, Medicaid, FID, SE4096, SE4094, and L-4029.
  • Organize a system of financial management that maximizes revenue and resources to best serve the district goals and positive outcomes for students.
  • Evaluate and implement accounting practices that are in compliance with standard accounting procedures, the Michigan Department of Education requirements, and the Government Accounting Standard Board (GASB).
  • Prepare statistical data and participate in negotiations and implementation of collective bargaining agreements.
  • Provide finance and budget reports monthly to the Superintendent, Board of Education, and Administrators.
  • Oversee and have knowledge of School Nutrition Program claims.
  • Serve as an active member of the Saginaw Valley School Business Officials.
  • Attend monthly Board of Education meetings.
  • Supervise and evaluate secretarial and finance staff.
  • Ability to exercise good judgment and make decisions in accordance with established district policies and procedures, investments, bond issues, and Shared-Time Services.
  • All other duties as assigned by the Superintendent.
ESSENTIAL FUNCTIONS:

  • Ability to provide leadership in financial planning and organization for the district.
  • Ability to supervise business department and advise staff on accounting related questions.
  • Ability to interact with building administrators and department heads related to resources required.
  • Proven ability to cultivate a supportive environment.
  • Successful experience in training and mentoring.
  • Ability to interact with grant administrators.
  • Ability to clearly communicate financial information to a variety of stakeholders.


REPORTS TO: Superintendent of Schools

WORK YEAR: 52 weeks/year. Beginning date June 28, 2024, or agreed upon date

TERMS OF EMPLOYMENT: Administrator's contract; non-tenured

COMPENSATION: $95,000 - $110,000 Salary to be determined commensurate with experience. Benefits include: Health (employee shall be subject to co-payment based on state law and board policy); dental, vision, life, LTD, participation in Michigan Public Schools Employee Retirement System; paid holiday, sick, vacation, and personal business days.
