General Function

As a journeyman-level IT Project Manager, the role necessitates the application of comprehensive knowledge in various critical tasks and high-impact assessments reflecting a focus on proficient project management within the information technology field.

Major Activities (Typical Duties/Responsibilities)

Manage both CLASSIFIED and UN-CLASSIFIED short- and long-term IT initiatives. Initiatives can be derived from trouble tickets, jobs, work orders, requirements and or projects (upward and downward generated). Special projects and initiatives involve long-range planning which will enable the installation to meet future requirements; therefore, the contractor must continually stay up to date with rapidly changing technology to be able to predict how management can prepare for the future.Lead and/or participate in discussions, meetings, conferences, committees or special IT projects. The contractor will analyze areas of concern, identify problems, and resolve conflicts through persuasive discussions with management and user representatives to include all mission partners. The contractor will consult with base officials and working groups, customers and other organization personnel on IT concerns.Assist the Contracting Officer or other relevant and appropriate Government personnel in preparing reports encompassing long and short-range planning strategy recommendations and presenting briefings covering recommendations for acquisition or changes in business practices through enhanced IT use. Prepares and presents briefings which outline problems and solutions and keep management aware of their role in adopting changing technology.Assist the Contracting Officer or other relevant and appropriate Government personnel in planning and coordinating all phases of the acquisition, implementation, and integration of IT assets.Assist the Contracting Officer or other relevant and appropriate Government personnel in conducting extensive research and analytical studies and developing specifications, justifications, and economic analysis in support of selection and acquisition actions.Assist the Contracting Officer or other relevant and appropriate Government personnel with preparation of solicitation packages to include but not limited to SOOs/SOWs/PWS (statement of objectives/statements of work/performance work specifications), technical evaluation criteria, bid schedules, etc., for contracts. The contractor will assist the Contracting Officer or other relevant and appropriate Government personnel with initiating, analyzing, coordinating, and incorporating recommended modifications to the solicitation package to ensure technical accuracy.Coordinate with Contracting Office to ensure completeness and legal sufficiency of vendor proposals. The contractor will assist the Contracting Officer or other relevant and appropriate Government personnel with providing interpretation of technical provisions of contracts and recognize differences between various vendors' bids.Assist the Contracting Officer or other relevant and appropriate Government personnel with identifying life cycle cost of IT resources and anticipated enhancements/upgrades by participating in surveys of current architecture and infrastructure to determine the most cost-effective method of meeting organizational business requirements.Assist the Contracting Officer or other relevant and appropriate Government personnel with coordinating with appropriate commodity subject matter expert to prepare cost analysis reports which provide management sufficient detail upon which to base decisions regarding allotment of resources.Participate in the network Configuration Control Board (CCB) process and ensure that proper coordination is obtained prior to any hardware, software, or patch deployment is installed on the production network.Act as the central focal point for IT project requirements assigned to them. The contractor will ensure work orders and task are properly routed to the proper production work centers for action, as well as keeping the customer informed and up to date on project status. The contractor shall evaluate each requirement to ensure all required information is provided and is clear and concise. The contractor shall oversee all requirements from beginning to closure.Track all assigned work and workflow in Government AIS.Skills/AbilitiesBasic knowledge of government programs working within Government network rules andguidelines.

Good verbal and writing skills.Minimum Education & Experience

Active Top Secret/SCI security clearanceEntry Level Project Manager with 3 years of experience managing IT projects in support of network operations.

Physical Requirements

Regularly required to stand; use hands to finger, handle, or feel; and reach with hands and arms. This job involves moving, bending, squatting, and walking. The employee will be required to lift and/or move up to 10 pounds frequently and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
