Description

Under the general supervision of the Director of Finance, the Senior Budget Analyst is responsible for overseeing the development, publication, implementation, and monitoring of the City's budget. This position is responsible for conducting complex financial analysis, forecasting, and preparing budget reports to support informed decision-making by city leadership. The Senior Budget Analyst provides guidance and recommendations on financial planning, policy formulation, and the allocation of resources. This position also coordinates with City departments for preparation of post-award administration of City grants.Essential Functions

Lead the preparation, development and publication of the City's annual operating and capital budgets, ensuring alignment with strategic goals and objectives.Collaborate with department heads and senior management to develop, review, and analyze budget proposals and requests.Monitor budget performance throughout the fiscal year, identifying variances and providing timely recommendations for corrective actions.Conduct detailed financial analyses, including revenue and expenditure forecasting, trend analysis, and cost-benefit assessments.Prepare multi-year financial forecasts to support long-term planning and sustainability.Analyze the financial impact of policy changes, new initiatives, and capital improvement projects.Prepare comprehensive budget reports, presentations, and summaries for City Council, City Manager, and department heads.Present findings and recommendations to various stakeholders, including City Council, committees, and community groups.Ensure compliance with all local, state, and federal financial reporting requirements.Serve as a financial advisor to department heads and other stakeholders on budgetary matters and resource allocation.Provide training and support to departments on budget preparation, monitoring, and compliance.Participates on the City's Investment Committee by monitoring cash and investments, making subsequent recommendations.Initiates investment trades.Records the final adopted budget into Incode.Compiles budget documents for GFOA award submission.Researches and discusses with departments potential grant funding; types of grants available for department needs; and prepares budget information for funding and any City match requirements.Assist with annual audit.Assist with transparency on City's website.Assists Purchasing Agent in solving any issues that may arise during the procurement process.Ensure that the grant proposals are in accordance with grant agency requirements.Monitors and coordinates the post-award grants to ensure that budgeting and administering policies, procedures, and agency requirements are being followed; Communicates with funding agency regarding any questions, filings, reporting, or other issues that may arise during the grant period.Performs other duties as assigned or needed.Attendance; regular and timely attendance during assigned work hours. Bachelor's degree in Finance, Accounting, Public Administration, Economics, or a related field along with a minimum of two (2) years of progressively responsible experience in budget analysis, financial management, or a related field, preferably in a governmental or public sector setting. Must possess a valid State of Texas Driver's License, Have and maintain a professional, inviting, and friendly demeanor. Ability to pass a background check, and pre-employment drug screening.Supplemental Information
