INTECON, LLC is seeking a highly motivated Senior Consultant Level V (Director) to oversee the Human Resources Line of Business (HRLOB) and Human Resources Quality Services Management Office (HR QSMO) support services contract for the U.S. Office of Personnel Management (OPM). This key leadership role will be responsible for providing executive-level strategic guidance and oversight for all aspects of the contract, including HC Standards Management & Modernization, HC Policy, Performance and Operations, HC Community Engagement and Communication, and Modernization of Agency and Shared Service Provider HR IT and Data Analytics Capabilities.

Roles and Responsibilities:Lead and oversee all aspects of the HRLOB and HR QSMO support services contract, ensuring alignment with OPM's strategic objectivesProvide executive analytical, advisory, and implementation expertise in project management for complex human capital initiativesDevelop and implement innovative human capital strategies to drive HC Standards Management & ModernizationOversee the development and maintenance of the HC Federal Integrated Business Framework (HC-FIBF) and related functional standardsLead efforts to support Federal HC Shared Services oversight, compliance, and adoptionDirect the development and implementation of HC policies, performance metrics, and operational improvementsManage and facilitate high-level stakeholder engagement, including with the Multi-Agency Executive Strategy Committee (MAESC) and Chief Human Capital Officers CouncilOversee the planning and execution of the Annual MAESC SummitLead the development of strategic communications and outreach efforts for the HC communityProvide subject matter expertise and guidance on HR and HC-related topics affecting the Federal governmentDirect support for the HR QSMO Marketplace implementation and maintenanceOversee the development and execution of agency HR IT modernization consulting activitiesLead efforts to identify synergies and collaboration opportunities across agencies for HC systems and modernization initiativesEnsure compliance with all relevant federal laws, regulations, and OPM policies related to information security and privacyManage relationships with key stakeholders, including OMB, OPM leadership, CHCOs, CIOs, and shared service providersOversee the development and delivery of all contract deliverables, ensuring high quality and timelinessProvide thought leadership and strategic direction for emerging HC trends, technologies, and best practicesEnsure the contract team maintains necessary security clearances and complies with all OPM security requirementsManage and develop the contract team, including subcontractors and teaming partnersServe as the primary point of contact for OPM leadership on contract-related mattersContinuously assess and improve contract performance, identifying opportunities for innovation and efficiency

Qualifications:

Education : Bachelor’s Degree in Business or related fields.Experience : 12 or more years of Human Capital and/or Human Capital Information Technology experience in leading a complex enterprise project management office. Examples of specialized experience and expertise include but are not limited to at least 7 years of extensive experience in overseeing project development, tasks, and product deliverables, developing project plans and schedules, providing status updates to the Government, and delivering project artifacts and information. Responsible for effective project execution.Required Certifications : Project Management Professional (PMP)-Certified.
