Full-TimeAnnual Salary Range : $80,000 - $100,000INTECON, LLC is seeking a highly motivated Consultant SME Level IV (Senior Manager) for the Human Resources Line of Business (HRLOB) and Human Resources Quality Services Management Office (HR QSMO) support services contract with the U.S. Office of Personnel Management (OPM). This key position will be responsible for applying extensive technical experience in human capital and HR information technology to develop innovative solutions for complex federal HC challenges.Roles and Responsibilities:Serve as a key technical authority in Human Capital and HR Information Technology for the HRLOB and HR QSMO support services contractDevelop and implement technical solutions to complex HC problems across federal agenciesLead the analysis and improvement of HC business processes, aligning them with current and future business environmentsDesign and oversee the integration of new HC processes with existing systems, ensuring smooth transitions and minimal disruptionManage the development and maintenance of the HC Federal Integrated Business Framework (HC-FIBF) components, including service models, data standards, and use casesLead efforts to support federal agencies in adopting and implementing HC standards and modernization initiativesProvide expert guidance on HR IT modernization efforts, including systems inventory and roadmap developmentOversee the development and implementation of data analytics capabilities to support strategic HC decision-makingContribute to the design and execution of the HR QSMO Marketplace, ensuring alignment with HRLOB standards and federal requirementsManage cross-functional teams in the development and implementation of HC solutionsFacilitate communication of process changes and improvements to impacted stakeholders across federal agenciesLead quality improvement initiatives, identifying opportunities for enhancing HC service delivery and operational efficiencyProvide technical expertise in the evaluation and selection of HR IT solutions for the QSMO MarketplaceContribute to the development of HC policies, performance metrics, and operational standardsCollaborate with agency partners to identify and leverage synergies in HC systems and modernization effortsEnsure compliance with federal security and privacy requirements in all technical solutionsConduct technical reviews and assessments of HC systems and processesProvide mentorship and guidance to junior team members on technical aspects of HC and HR ITContribute to strategic planning efforts, aligning technical solutions with OPM's long-term objectivesPrepare and deliver technical presentations and reports to senior leadership and stakeholdersStay current with emerging HC technologies and best practices, recommending innovative approaches to OPM leadershipSupport the development of proposals and responses to agency requests for HC modernization supportCollaborate with the Senior Consultant Level V in overall project management and strategic directionQualifications:Education : Bachelor's Degree in Business or related fields.Experience : 7 or more years of Human Capital and/or Human Capital Information Technology experience with specialized business knowledge in analyzing and improving business processes and integrating new processes into technology solutions and standard human interfacesRequired Certifications : Project Management Professional (PMP)-Certified.Comprehensive Group Health Plans (Medical, Dental, and Vision) coverage.Company-paid Short-Term and Long-Term Disability, Life, and AD&D Insurance.Flexible Spending Accounts and Supplemental Plans Available.Company-paid Training and Development Programs.Generous Paid Time Off, Holiday Pay, and Sick Leave.401k Retirement Plan with Company Match.Critical Illness and Accident Insurance.Employee Assistance Program.About INTECON:INTECON (Integrity Consulting), founded in 1999, is a wholly owned subsidiary of Aspetto, Inc.
