Job Description

Starting hiring salary - $82,792.29 to $87,759.83 annually

DEFINITION:Performs technical and responsible administrative work conducting plans review and overseeing and participating in the administration and enforcement of building codes and related ordinances; does related work as required.

SUPERVISION RECEIVED AND EXERCISED:Work is performed under the general supervision of the Chief Building Official. Supervises Building Inspectors and other staff, as assigned.

EXAMPLES OF ESSENTIAL DUTIES:

Completes annual performance evaluations.

Examines plans for new and renovated structures. Prepares notes for inspectors use in field. Verifies compliance with applicable codes.

Performs field inspections and re-inspections of residential and commercial facilities for compliance with city ordinances.

Approves or rejects plans and communicates results to appropriate parties. Checks status of applications on hold for revisions or approval by other agencies.

Conducts preconstruction and pre-submittal conferences with designers and contractors, with an emphasis on coordinating and scheduling for all new buildings and large alterations/fit outs.

Handles special projects as assigned.

Investigates and resolves complaints from citizens.

Maintains detailed records of contacts and decisions.

Receives, investigates and attempts to resolve complaints from citizens regarding substandard construction.

Assists Chief Building Official with the development of internal policies and procedures.

Trains and develops field inspectors to advance to other levels of code enforcement and plan review.

Assists inspectors with code interpretation.

Conducts meetings to update on recent changes in policies and procedures.

Assists with the recruitment and selection of personnel.

Performs the duties of a Building Inspector when workload dictates.

Performs related tasks as required.

Conduct site plan review for city projects with an emphasis on ADA compliance.

Create and implement training program for site plan review and site inspections for Inspections staff.

Create and implement quality assurance reviews for building plans and inspections (both residential and commercial) to verify accuracy with adopted Building Codes.

Act as lead for Damage Assessment team for Inspections.

Primary Inspections liaison for the One Stop Service Center.

Conduct special event plan reviews and coordinate/conduct associated inspections for temporary structures.

Facilitate requirements for Temporary Certificate of Occupancy and Safe to Stock.

Primary Inspections liaison for Planning/Engineering pre-submittal and preconstruction meetings.

Coordinate inspections and plan review for Inspectors using Innoprise.

Create and implement a cross-training program for residential and commercial plan review and inspections.

Responsible for scheduling and assigning work in Innoprise.

Other duties as assigned.

QUALIFICATIONSKnowledge of:Federal, State and local policies, procedures, laws, and regulations; ability to interpret and apply this knowledge when appropriate.Thorough knowledge of the principles and practices of building, electrical, plumbing and mechanical code enforcement; thorough knowledge of building, construction, engineering and structural engineering principles and practices; thorough knowledge of plans review; ability to plan and supervise the work of subordinates; ability to present facts and recommendations effectively in oral and written form; firmness and tact in enforcing codes and ordinances; ability to establish and maintain effective working relationships with building owners, contractors, associates, and the general public.

Ability to:Manage and direct programs and special projects.Prepare and analyze reports, and correspondence.Work effectively with other departments, city staff, outside consultants, licensed design professionals, the public, and various other public and private entities.Establish and maintain effective working relationships with those contacted in the course of work.Supervise, direct and train employees.Interpret, understand and comply with complex statutes, ordinances, regulations, standards, procedures and laws.Exercise discretion, independent judgment, explicit authority and decision-making responsibility relating to the performance of the position’s functions.Follow instructions and identify and solve problems.Work in a time sensitive environment.Work successfully in a team-oriented atmosphere that provides accurate information, excellent customer service and construction industry skills.Use a personal computer and required software (such as word, excel, access and Innoprise).Understand and respond to customer needs.Participate in early morning, evening and weekend events.Influence and motivate others.Respond to emergency callouts as may be required.

EXPERIENCE AND EDUCATION:High School diploma or equivalent. Three (3) years of inspection experience involving building, plumbing, mechanical and electrical codes, at least two of which were for a county or municipality. Completion of a formal apprentice program for construction trade. College coursework in construction or design related subject. Any equivalent combination of education and experience may be considered. Seven (7) years of increasingly responsible experience in Building Code Compliance and inspection. Minimum of five (5) years of experience supervising staff. Residential Building Inspector and Residential Plumbing Inspector Certifications required.

PHYSICAL REQUIREMENTS:Must sit, stand, walk, talk, hear, see and demonstrate manual dexterity. Must possess hand/eye/foot coordination adequate to operate a variety of office equipment and be able to lift 10 pounds. Must be able to sit at a computer for several hours and may involve walking for standing. Able to negotiate construction sites including climbing ladders. Ability to work outdoors in all seasons and weather and see at night to drive. SPECIAL REQUIREMENTS :Possession of a valid Colorado driver’s license with a safe driving record.Bilingual English/Spanish preferred.Ability to complete FEMA ICS 100 and IS 700 training within six (6) months of hire.
