Assumes responsibilities of the Building Director/Chief Building Official in his/her absence. Supervises the day-to-day operations of Inspection Division, Permitting Division and activities of assigned Building Inspectors and Code Enforcement Officers. Provides guidance to inspectors and code enforcement officers regarding code compliance issues. Assists contractors and the public with understanding building and city code requirements to include the permitting process.Issues Certificates of Occupancy in the absence of the Director or at the Director's direction.Responsible for the day-to-day operations of the Inspection Division and Code Enforcement Division.Represents the Chief Building Official in his/her absence.Assists building inspectors with difficult building problems requiring code interpretations.Assists contractors and the public with understanding building and city code requirements to include the permitting process.Assists code enforcement officers with interpretation of property maintenance code requirements and identification of violations.Explains building code requirements to contractors and the public in general.Assists Permit Division regarding permit approvals and issuance.Assists with damage assessment activities following a natural disaster.Achieves and maintains higher levels of professional certifications through recognized national and international code organizations.Deputy Building Officials may be assigned or reassigned to any functions of any of the following positions at any time within the Department at the discretion of the Building Director/Chief Building Official to satisfy department needs. Must serve as backup to the other Deputy at any time (due to workload, priorities or absence).Deputy Building Official, Plans Reviewer, Residential Operations :

Reviews and approves new residential and commercial construction plans and plans related to building remodeling, renovation, demolition and building or tenant occupancy determination.Reviews and approves all building plans and related permit applications and related documents.Approves issuance of building and trade permits.Supervises Building Inspectors and Code Enforcement Officers assigned to the Inspection Division.Conducts field inspections of residential structures to determine code compliance.Assists with on-the-job training of inspectors.Serves as liaison to Local Home Builders Associations and agencies.Performs research on the suitability of products or materials for use in construction.Deputy Building Official, Commercial Operations :

Supervises Building Inspectors assigned to the Commercial Inspections.Conducts field inspections of commercial structures to determine code compliance.Assists Building Services Division concerning proposed alterations and code compliance of city property as directed by the Director of Building.Reviews and approves zoning compliance applications.Schedules and Inspects Commercial Zoning Compliance inspections for new businesses.Assists in ADA compliance with the Building Director and Building Maintenance Coordinator on all City owned buildings.Position splits time approximately 25% in office and 75% in field.Serves as liaison to Local Commercial Contractors Boards and agencies.Reviews plans and approves issuance of building and trade permits in the absence of the Plans Reviewer.Works closely with the Fire Department to schedule required inspections.Job Conditions:

May require flexibility to work additional hours when needed to complete projects and assignments.May involve callout work in case of storms or other civil emergencies.Field work often done in rain and other inclement weather.Field work often done at job sites with dangerous conditions such as incomplete structures, paint and other chemicals on-site, electric tools in use, noise, etc.Ability to provide technical guidance and periodic verbal and written counseling to subordinates.Must maintain a strong driving record for city insurance purposes and record may be periodically checked by the City.Strong background record required, due to frequent interaction with public.Ability to consistently demonstrate a high level of judgment and discretion required for maintaining confidential and sensitive information.A.S. Degree or higher in a construction-related discipline (e.g., Building Science, Electrician, HVAC Repair, etc.) with 3 years of related experience, at least one of which was as a Building Inspector; OR five years experience as a building inspector; OR any equivalent combination of education and experience. Certification as a Commercial Building Inspector by the International Code Council, at least 5 years of commercial construction experience or at least two of the following specialty certifications issued by the International Code Council (or an ICC member organization) required: (1) Combination Residential Inspector; (2) Electrical Inspector; (3) Mechanical Inspector; (4) Plumbing Inspector; or (5) Building Plans Examiner.Technical Skills:

Extensive, expert knowledge of adopted building, electrical, mechanical, plumbing, gas, swimming pool, life safety, fire prevention codes to include Property Maintenance Code and City Code of Ordinances violations.Ability to issue Certificates of Occupancy.Ability to read and interpret complex building, mechanical, electrical, plumbing, and other construction plans.Ability to conduct thorough field inspections of new and remodeled structures.Ability to review building and trade plans to identify code deficiencies.Ability to review work of field inspectors and correct errors in a constructive manner.Ability to read, interpret and determine violations relating to the City Code of Ordinances and the Property Maintenance Code.Ability to drive a four-wheel vehicle off road.Ability to utilize strong project management skills.Managerial Skills:

Skill at hiring, training, appraising, coaching, counseling, and disciplining personnel.Strong understanding of personnel policies and practices and ability to coach employees in these areas.Leadership and staff motivation skills.Skill at gathering and evaluating input for decision-making.Adept at managing relationships between subordinates and each other and personnel in other departments.Ability to manage scheduling and leave issues at workgroup level.Strong project management, planning, organization and prioritization skills.Ability to supervise and evaluate the daily performance of duties of inspectors and code enforcement officers.Ability to render technical support and provide technical advice to inspectors and code enforcement officers as required in performance of their duties.Ability to monitor inspector and code enforcement professional development and encourage achievement of higher professional certifications through recognized national and international code organizations.Strong leadership skills.Strong communication, writing and presentation skills.Physical Capabilities:

Ability to be mobile in order to climb into and out of ditches, attics, buildings, crawl spaces, and other tight and difficult places for inspection.Ability to communicate verbally, orally, and in the written word with contractors and public in general.Ability to work around specific chemicals required for building construction, occasionally lift and carry up to 20 pounds.Ability to stand/sit for extended periods of time.Must be able to drive.Ability to travel.
