Planner I or Planner Technician

This position will be hired as either a Planner I or a Planner Technician depending on the qualifications, skills, and years of experience a candidate brings to the role.

PLANNER I

Responsible for performing work in the field of municipal planning, supporting the City’s planning functions including zoning, comprehensive planning, and subdivision. Provides information and assistance to City staff, developers, and the general public of these items and development-related matters.SUPERVISION

General supervision is provided by the Executive Director of Development Services.MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:

Bachelor Degree from an accredited college or university with major coursework in Urban/Regional Planning, Urban Design, architecture, public policy, or related field.Experience:

One year of related planning experience. A combination of education and experience may be considered.PLANNER TECHNICIAN

Associate degree from an accredited college or university with major coursework in Urban/Regional Planning, Urban Design, architecture, public policy, social sciences, or related field.Experience:

Two years of related planning experience. A combination of education and experience may be considered.PLANNER I RESPONSIBILITIES

Interprets subdivision and zoning regulations.Communicates amicably with the public and provides general knowledge of city ordinances and information regarding planning and zoning.Reviews various plans and plats for compliance with ordinances and other regulations.Reviews, evaluates, and negotiates rezonings, ordinance amendments, site plans, special use permits, variances, and other proposals.Reviews applications and submittals and creates reports regarding such for the Planning and Zoning Commission, Zoning Board of Adjustments, Impact Fee Advisory Board, and Heritage Preservation Board.Evaluates or assists in the evaluation of rezonings, ordinance amendments, site plans, special use permits, variances, and other proposals.Assists in preparing public notices and agendas for meetings of the Planning & Zoning Commission, Zoning Board of Adjustments, Impact Fee Advisory Board, and Heritage Preservation Board.Attends meetings of various boards and commissions in the evening.Develops and maintains constructive relationships with City officials, other departments, community agencies and groups, and the general public regarding the Development Services Department.Collects a variety of statistical data and prepares reports and maps on topics such as census information, land use, tax base data, and occupancy rates.Oversees the work of Technicians, interns, and consultants.Researches and compiles information on a variety of planning issues from multiple sources.Conducts field evaluations and assessments to investigate violations of planning regulations and ordinances.Prepares a variety of correspondence, reports, and documents, as assigned.Develops and maintains automated tracking systems, hard copy files, and records.Performs other duties as assigned.PLANNER TECHNICIAN RESPONSIBILITIES

Interprets subdivision and zoning regulations.Provides technical assistance and information to staff and the public in the administration of specific planning-related programs and ordinances.Reviews building plans and zoning permit and plat applications to assure compliance with requirements such as use, bulk, placement, and parking ratios.Performs routine office tasks in designated program areas, including data entry, file management, copying, answering telephone, and responding to e-mails.Researches and compiles information on a variety of planning issues from multiple sources.Prepares maps, charts, tables of limited complexity.Assists in conducting field evaluations and assessments to investigate violations of planning regulations and ordinances.Reviews parcel legal descriptions.Reviews applications and submittals and assists in the creation of reports regarding such for the Planning and Zoning Commission, Zoning Board of Adjustments, Impact Fee Advisory Board, and Heritage Preservation Board.Assists in preparing public notices and agendas for meetings of the Planning & Zoning Commission, Zoning Board of Adjustments, Impact Fee Advisory Board, and Heritage Preservation Board.Attends meetings of various boards and commissions in the evening assisting other planning staff as appropriate.Maintains constructive professional relationships with City officials, other departments, community agencies and groups, and the general public regarding the Development Services Department.Prepares a variety of correspondence, reports, and documents, as assigned.Maintains automated tracking systems, hard copy files, and records.Performs other duties as assigned.PLANNER I QUALIFICATIONS

Knowledge of city planning principles and practices.Comprehensive knowledge of land use planning, development, subdivision regulations, zoning, and other aspects of development.Basic knowledge of historic preservation.Skilled in providing customer service.Ability to effectively communicate orally and in writing.Skilled in maintaining records and files.Ability to apply independent judgement.Ability to attend to details while keeping big-picture goals in mind.Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.Ability to interpret and apply applicable laws, ordinances, statutes, and rules.Skilled with basic computer use and standard office equipment.Working knowledge of Adobe, Microsoft Word, Excel, PowerPoint, and Office Outlook.Ability to work well in a team environment and build good working relationships with City staff.Ability to work on several projects or issues simultaneously and with multiple deadlines.Ability to facilitate in-person and virtual public participation activities.Ability to work independently.Ability to maintain confidentiality.PLANNER TECHNICIAN QUALIFICATIONS

Basic knowledge of city planning principles and practices.Basic knowledge of land use planning, development, subdivision regulations, zoning, and other aspects of development.Basic knowledge of historic preservation.Skilled in providing customer service.Ability to effectively communicate orally and in writing.Skilled in maintaining records and files.Ability to interpret and apply applicable laws, ordinances, statutes, and rules.Skilled with basic computer use and standard office equipment.Working knowledge of Adobe, Microsoft Word, Excel, PowerPoint, and Office Outlook.Ability to work well in a team environment and build good working relationships with City staff.Ability to work on several projects or issues simultaneously and with multiple deadlines.Ability to receive direction from lead workers and work independently under such direction.Ability to maintain confidentiality.Must be able to lift up to 30 pounds. Some bending, stooping, twisting, and reaching above the shoulder is necessary. Must be able to work sitting, standing, and/or moving about for periods of time. Reading and writing is necessary. Must be able to operate assigned equipment. Work is generally performed in a climate-controlled office, but on-site field visits/inspections may be required and may occur in extreme weather conditions.
