Summary: You will serve as a Branch Head in the Laser Warfare Systems (LWS) Optics and Beam Control Branch within the High Energy Laser Weapons Systems Division of NAVSURFWARCENDLD. You will provide technical leadership to a diverse workforce in a research and development environment to meet mission objectives.Responsibilities:Provide administrative leadership including strategic planning, overall task coordination, budget administration, and resource management for a highly capable technical branch.Make key financial and operational decisions that affect internal branch performance and external integration with other DoD organizations.Plan, coordinate, and influence projects managed by senior project managers based on knowledge and understanding of directed energy technology in high energy laser weapons, especially beam control and optics.Effectively interact with senior managers internally and externally to the organization.Perform the full range of supervisory duties, including hiring, performance, development/evaluation, training, reviewing/evaluating work, recommendations for promotion, and other personnel actions.Lead and manage a technical staff as well as the necessary planning for a branch in a Research and Development environment, including reviewing and evaluating work.Qualifications:FOR ND-05 (GS-14/15 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Experience as a professional engineer or scientist managing or leading work related to an integrated weapon or optical sciences program.Planning, designing, or leading projects in support of weapon systems or optical sciences development efforts.Providing technical direction for weapon systems or optical sciences development, sustainment, or modernization.Providing leadership to develop and pursue weapons or optical sciences program initiatives.Education:Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:For the ND-0801, Professional Engineering Series: Successfully completed a bachelor's degree (or higher) in engineering, including programs accredited by the Accreditation Board for Engineering and Technology (ABET).Combination of college-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying engineering.Additional Information: This is an obligated position. The former incumbent has return rights to this position under PL 86-585. This position is covered by the Department of Defense Priority Placement Program.
