Position Summary

This position is part of the Division of Transportation Systems Development – Administrator’s Office Management Team responsible for implementing the Governors Executive Order 39 and the FHWA/WisDOT Tribal Partnership Agreement. This position serves as the Statewide Tribal Program Manager under the general supervision of the Deputy Administrator – Regions. The primary focus of this position is to administer complex specialized modal/transportation program on a statewide level. This position is responsible for the development of statewide strategies, program and policies that impact the efficiency of tribal relations. This position administers specialized program areas which intersect with all of the division within the agency and also include other state (DWD, DOA, DNR) and federal agencies (FHWA, BIA, FAA, FTA). This position is responsible for developing and managing state and federal budgets in all tribal program areas, negotiating and administering intergovernmental agreements, contracts and work orders, formulating program policy and procedural development – which includes implementation, training and evaluation of all program areas.

This position serves as the department’s tribal program expert and serves as a key policy advisor to managers in the formulation, determination and implementation of management policy, statewide planning and federal/state requirements as it relates to specialized tribal transportation program areas. This position facilitates regular communication with tribal leadership and officials, the general public, state/federal agencies, local governments, labor and business organizations, business owners and a multitude of stakeholders statewide.

This position administers all tribal affairs program areas within the Administrator’s Office which include: tribal economic development, labor and business programs, cultural/environmental programs, tribal internship program, tribal safety programs, and WisDOT/FHWA Partnership Agreement and general consultation, under the supervision of the Deputy Administrator – Regions. This also includes WisDOT agency-wide assessments and reporting to executive level staff and other agencies, as required.

This position maximizes WisDOT’s tribal efforts and initiatives by facilitating the mutual exchange of information, drafting policy refinements, leveraging resources and developing linkages with existing and emerging resources concerning tribal livability and transportation.

This position coordinates and attends: WisDOT stakeholder meetings (Tribal Affairs staff and team meetings, Tribal Historic Preservation Officer meetings, WisDOT Inter-Tribal Task Force meetings, Tribal Labor Advisory meetings and Tribal Safety Commission meetings), conferences educating staff and stakeholders, business networking events, State Tribal Relations Committee, government-to-government consultations as well as customizes specialized presentations to individuals, groups, and agencies, upon request. This position establishes, monitors and evaluates initiative work plans, program deliverables and budgets for all tribal affairs areas facilitated under the Administrator’s Office.

This position summarizes information regarding current federal programs, labor compliance regulations, and WisDOT contracting processes – compiling reports of statewide data on tribal demographics, economics and relevant resources or surveys in order to make recommendations to address and resolve tribal queries on WisDOT related policies, practices and requirements impacting economic development, cultural/environmental resources, safety, labor and business and tribal sovereignty. Critical responsibilities include documentation and creation of programs, policy models, best practices and budget impacts to aid in formalizing models for tribal consultation and DOT-related tribal affairs agency wide.

This position manages the division’s Tribal Affairs Group, overseeing staff responsible for providing tribal program management, coordination and support.

Salary Information

This position is in schedule-range (81-02) with

an annual salary of $83,200 - $107,848, plus excellent benefits . A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

This position requires travel throughout the state for up to 50% of the time. Overnight stays may be required.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.

Qualifications

Minimally qualified candidates will have the following experience

Experience with project management and/or program management

Experience as a liaison between a diverse group of business partners including internal and external customers (business partners may include: division, bureau, agency, public, etc.)

Experience working with Wisconsin Tribes and/or tribal governments

Supervisory experience

In addition to the minimum qualifications, highly qualified candidates will also have the following experience

Experience with tribal, state and/or federal Tribal Laws

Experience with strategic planning, program implementation and program evaluation as it relates to tribal relations

Experience working with tribes in Wisconsin in areas of Transportation, Cultural Resources and workforce and business development areas
