IntroductionThe Division of Energy, Housing, and Community Resources (DEHCR), Weatherization Policy Section is recruiting for one Program and Policy Analyst at the Advanced level to support the programs operated under the Home Energy Plus umbrella. Home Energy Plus programs include the Wisconsin Home Energy Assistance Program (WHEAP), the Weatherization Assistance Program (WAP), and the Program Development Section which consists of the HVAC and Water Conservation Programs. These are large statewide programs with combined annual budgets over $210 million. The weatherization program serves over 6000 households statewide and is designed to increase the energy efficiency of dwellings owned or occupied by low-income persons. Delivery of weatherization services is through a network of 17 local non-profit, Community Action or local government agencies. The Wisconsin Home Energy Assistance program is delivered through contracts with counties, tribes, and local non-profit agencies. Over 210,000 households are served annually. The WHEAP has multiple components: heating and electric assistance programs, emergency and prevention assistance programs, and Emergency Furnace Program. The program targets assistance based on need, encourages energy efficiency, and encourages individual responsibility for bill payment. WHEAP programs assist low-income households in meeting their needs for affordable home energy.This position is located at the Department of Administration (DOA) building in the heart of downtown Madison, near the state capitol, the Madison Metro bus route, the Capital City bike path, and a lot of restaurants and shopping venues. This position has responsibility for policy enforcement, design and reporting requirements needed to implement the Weatherization Assistance Program (WAP). Home Energy Plus programs include the Wisconsin Home Energy Assistance Program (WHEAP) and the Weatherization Assistance Program (WAP).This position will work very closely with the Lead Policy Analysts within the Home Energy Plus Bureau. This position will have frequent independent work interactions with the local weatherization operators and other major stakeholders involved in the statewide Home Energy Plus programs.The Position Will Be Responsible ForProvide policy support for the weatherization program operating under the Home Energy Plus umbrella for the Department of Administration and the State of Wisconsin.Conduct program implementation, management, and coordination for the weatherization program within the Bureau and with other state agencies, non-profits, utilities, etc.Support the development of federal plans and reports including the Federal Grant Application, the Department of Energy Quarterly report, etc.Communicate and enforce policy requirements to local WAP agencies.Support coordination with the federal oversight office to ensure program compliance with appropriate laws and regulations.Use of standard and sophisticated software to develop reports and queries.Representing the Bureau, Division and Department in development and negotiation of delivery methodologies for Home Energy Plus Programs as relates to weatherization.Support development of new models for program delivery, including coordinating services between the Wisconsin Home Energy Assistance and Weatherization Assistance Programs.Support coordination of policy changes with the Information Systems Business Automation Specialist and Energy Assistance Home Energy Plus Lead Program Analyst.Development of analytical data on the program and presentation of that data.The development of Requests for Proposals, Requests for Bids, and contracts for professional services.Support and conduct administrative and fiscal administrative review monitoring as needed.Salary InformationStarting hourly rate for this position will be $26.87 - $44.33 per hour depending on qualifications and experience, plus excellent benefits. This position in this classification (Program and Policy Analyst-Adv.) is assigned to pay schedule/range 07-03. A 12-month probationary period is required.
