Our mission at the Port is to provide shared prosperity through travel, trade, and economic development.The Procurement Specialist will be responsible for developing, soliciting, evaluating, purchasing, and contracting Port-wide goods, trade services, and personal services. Moderately complex solicitation methods include Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ), and/or other methods as allowed by State Statute and Port contracting rules.Your Role

Act as primary procurement contact for moderately complex solicitations and contracts for user departments as assigned by Contracting and Procurement Manager.

Process all departmental requisitions, develop solicitations, manage procurement processes.

Execute and amend contracts as necessary.

Issue task orders, contract amendments, and purchase orders for user departments.Accurately track work in department work tracking system.

Provide training and consultation on procurement processes and procedures to user departments as required.Participate in team projects as directed by supervisor, report and recommend suggestions for process and procedure improvements to C&P Manager.Minimum Qualifications

Education and experience:Bachelor's degree in Business Administration, Supply Chain Management, or a related field, or the equivalent combination of education and relevant experience.At least two (2) years of experience in procurement and contracting directly in a highly regulated or public sector environment. Public procurement is highly preferred. Private procurement experience is of lesser importance.OR, four (4) years of experience in any contracts, procurement, material management, or related experience.License and/or certifications preferred:

Certified Professional Public Buyer (CPPB)Certified Public Purchasing Officer (CPPO)NIGP Certified Procurement Professional (NIGP-CPP)Certified Professional in Supply Management (CPSM)

Demonstrated knowledge and skills:Oregon Revised Statutes and Federal regulations pertaining to procurement and contracting.Principles, theories, and concepts of procuring materials and services.Principles of negotiations and contracts.Principles of drafting language for legal documents: solicitations and contracts.Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington.Use of procurement systems including reporting and data analysis.Format, produce, proofread, and edit correspondence, documents, spreadsheets in general business software.Perform basic and advanced math functions related to cost/price analysis and apply basic accounting principles.Adaptive communication to broker differing values, options, and outcomes at various levels.Facilitate processes and build consensus.Provide a high level of service delivery to the customer while effectively managing multiple customer demands and conflicting priorities.Accurate application of and ensuring compliance with all applicable laws, regulations, rules, and policies.Application of strategic thinking and problem solving to achieve mission and business results.Supplemental and Selection Information

SELECTION PROCESS

( tentative schedule ):1. A minimum qualification evaluation of education, training and experience of submitted application packets will take place by Human Resources the week of October 14.2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials including any responses to the supplemental questionnaire.3. Our goal is to schedule first-round interviews with candidates who successfully passed the SME evaluation step as soon as possible.
